Opportunity

 

Abt Associates is seeking a fulltime Technical Program Officer (TPO) to be based in our Rockville office, to work on a new USAID-funded bilateral contract for a large-scale integrated health service delivery program in the Democratic Republic of Congo.  This $314 million, seven-year project will transform the way health care is delivered in the DRC – from introducing innovations like using drones to get essential medicines to conflict-affected areas, to using digital data dashboards to improve decisions about how health services are managed, to providing truly integrated service delivery in a gender and conflict sensitive way.  DRC-IHP will be implemented in nine provinces, which are grouped into three regions -- Eastern Congo, Kasai, and Katanga – and in partnership with one Congolese and six international organizations.   Reporting to the Rockville-based Portfolio Manager, the TPO will work closely with Abt Staff and partners in one or more of the regions, together with a home office team of seven staff.  TPOs will have subject matter expertise in one or more aspects of MNCH or integrated service delivery.  Depending on the profile of the incumbent, the TPO may also lead on one or more of the technical thematic aspects of the project.   Fluency in spoken and written French is essential.

 

Key Roles and Responsibilities

 

Development, submission and organization of project deliverables

 

  • Play a leadership role in the development of technical project deliverables
  • Work closely with the team on the development of work plans and annual/quarterly reports  
  • Provide quality assurance review, editing and formatting of select technical documents
  • Maintain H drive files, technical deliverable files, and a project deliverable database
  • Submit project documents to the Development Exchange Clearinghouse 

 

Project management

 

  • Work closely with the Portfolio Managers to manage to project objectives and outcomes
  • Initiate and facilitate Quarterly Contract Reviews
  • Participate in regular field/HQ calls
  • Represent DRC-IHP in division/corporate meetings

 

Reputational capital and new business

 

  • Engage with staff and partners to develop and submit abstracts to peer review journals and relevant international conferences
  • Manage internal AGI/Knowledge Hub content and uploads
  • Play a proactive leadership role in the acquisition of new business, including identifying opportunities and serving in a proposal leadership role (Lead Writer, Technical Lead or Proposal Manager) 
  • Organize brown bags and other internal and external forums to promote the project  

 

Preferred Skills / Prerequisites

 

  • Technical knowledge of MNCH or integrated service delivery
  • Strong writing and presentation skills in both English and French
  • Willingness to travel to DRC, including provinces where the project is being implemented
  • Minimum of four years of relevant experience with a Master Degree, or three years with a PhD. Relevant experience includes international health project management or technical support in  health systems strengthening, health policy and planning, service delivery management, quality improvement, and evaluation of health programs
  • Experience living or working in Africa; Previous experience in DRC would present an advantage
  • Evidence of leadership in successful new business acquisition



Minimum Qualifications

 

  • MA/MBA with 7 - 10years of experience OR PhD with 4 - 6years of experience OR the equivalent combination of education and experience.
