The Water Utility provides drinking water, wastewater and reclaimed water service to the City of Fort Worth retail population, wholesale water service to 30 communities, wholesale wastewater service to 23 communities, and wholesale, reclaimed water service to three customers. The Utility is organized into six divisions: Plant Operations, Field Operations, Strategic Operations, Capital Project Delivery, Management Services, and Customer Care.
Reporting to the Deputy Director over Infrastructure, the Assistant Director over Field Operations provides leadership, management and oversight to a division with 385 full time employees who operate and maintain 3,629 miles of water distribution, 3,565 miles of wastewater collection, and 12 miles of reclaimed water pipelines.
The Assistant Director is part of the Utility’s Executive Team, providing counsel, guidance, direction, and support to the Utility Director in the implementation of the Utility’s mission. The Assistant Director over Field Operations is responsible for leading the efforts of the division to exceed established water quality, regulatory, and performance standards. Field Operations tracks include sanitary sewer overflows per 100 miles, water main breaks per 100 miles, water leaks and water loss, and response times related to repairs, tap orders, etc. The Sanitary Sewer Overflow Agreement with the TCEQ includes annual commitments related to cleaning and inspection, rehabilitation and replacement, and other maintenance activities that contribute to improved wastewater collection system performance, reduction in sanitary sewer overflows, and reduction in collection system inflow and infiltration.
The successful candidate will be expected to model and promote close collaboration with other divisions within the Utility in the performance of the work. Ensuring the safety of employees is a key expectation, which will require staff training, review and updates of policies and procedures, and close collaboration with the Utility safety and risk management staff. Design and construction of Utility capital projects are managed by staff from Capital Project Delivery Division, who work with Field Operations staff in the design, scheduling, and construction of capital projects. Close coordination of field activities is also required between the Field Operations and Plant Operations divisions, especially as it relates to the operation and maintenance of the water distribution system. Field Operations staff coordinate with Management Services staff in preparation of budgets, divisional purchasing plan, and IT hardware and software needs. The Utility also has numerous asset management initiatives that are either planned or in process.
