Position Description

The Assistant Facility Security Officer supports the Facility Security Officer by helping provide oversight of ARA’s traditional facility security policies and procedures and will ensure the office’ readiness for its annual Command Cyber Readiness Inspection (CCRI) and Defense Security Service (DSS) Security Vulnerability Assessment (SVA) evaluations. Job Responsibilities

Information Security:

  • Maintain security documentation in accordance with DSS and other agency requirements
  • Develop and administer effective securityeducation training and awareness program (SETA)
  • Verify compliance with applicable security policies/procedures
  • Investigate and reportsecurity violations and incident reports
  • Coordinate incoming and outgoing classified deliveries including delivery schedule, method, receipt confirmation and courier responsibilities
  • Prepare/coordinate/keep records of DD254 forms for this office and its subcontractors
  • Assist with requests for Common Access Cards (CACs); Secret Internet Protocol RouterNetwork (SIPRNet) account creation; Defense Threat Reduction Agency (DTRA), Missile Defense Agency (MDA) access badges and Department of Energy (DoE) visit requests; and, other account or facility access needs
  • Interface with security personnel at the division headquarters

Personnel security:

  • Assist with in-processing for all new employees including orientation for company policies and clearance application submissions for uncleared employees
  • Provide employees with SF 312 Non-Disclosure Agreement (NDA) responsibility guidance as a part of their access indoctrination(s) and debriefs
  • Provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines, to best assist them managing their clearances
  • Utilize JPAS for visits (incoming and outgoing) and maintaining personnel security records

Physical security:

  • Apply physical security concepts to improve security in depth posture
  • Manage/maintain Intrusion Detection System (IDS) and Access Control System (ACS) in accordance with DoD and Underwriters Laboratories (UL) 2050 compliance standards
  • Manage Alarm Response Program
  • Maintain effective “Document Inventory and Control Program” for management of classified systems, media and documents
  • Develop and manage key and combination control program

Required Qualifications and Experience

  • Bachelor's degree
  • Must have five (plus) years’ experience working in a classified environment or as an AFSO/Security Specialist in government/industrialsecurity
  • Must have current/active Secret or higher DoD security clearance

Desired Qualifications and Experience

  • Facility Security Officer (FSO) Certification
  • Excellent written communication, report writing, and presentation skills
  • Experience using standard office and position-specific tools is required: Microsoft Office suite of products, eFCL, ISFD, OBMS, JPAS, and Access Commander (or similar securitydatabase)
  • A thorough understanding of the DoDM 5200.01 volumes 1-4 and the DoDM 5220.22 (NISPOM)
  • Able to digest large volumes of information and apply a variety of concepts to form cohesive policies and procedures in a growing and changing environment using sound risk management principles
  • Experience working with federal/government agencies or defense contractors
  • Experience interfacing with DSS and other government representatives
  • Some knowledge of the NIST SP 800-53, NIST SP 800-57, the NIST SP 800-171 and the ICD 705 Technical Specification version 1.3 is preferred
