Job Description

Purpose of Position:

Under general supervision, assists in developing, planning, administering, directing, coordinating, and evaluating the medical records systems and services in a health care setting to promote effective functioning and operations for medical record administration and control and coordination of related activities with all other professional and administrative disciplines. Serves as principal assistant to the Director of Medical Records (Health Care Facilities). Assumes full responsibility and authority in the Director's absence.

Essential Duties and Responsibilities:
1. Participates in the evaluation and development of policies, programs, personnel methods, procedures, and systems for effective and efficient operations of all medical records programs and services.
2. Assists in the analysis of operational and data-handling needs of the Medical Records Department to determine the effectiveness of existing systems and their relationship to the informational subsystems.
3. Participates in formulating, designing, and implementing programs for medical records storage, handling, and retrieval systems, including improvements in manual systems and applications for automated systems and subsystems.
4. Participates in the development and implementation of short and long-term recommendations and advises staff on methods of recording and retrieving data.
5. Participates in the development of short and long-range studies of healthcare activities relative to diseases, operations, research products, diagnostic techniques, and related statistical data pertinent to medical records services.
6. Participates in the development of performance standards and policy outlines for administration of the Medical Records Department and systems to control work performance and methods to measure work performance.
7. Participates in the development and preparation of departmental budgets and recommendations regarding staffing patterns, administration of programs, and maintenance and expansion of departmental facilities, systems, and equipment.
8. Assists in the development of curriculum and participates in the orientation and teaching programs of medical and other professional disciplines regarding medical records services.
9. Participates in the coordination and development of medical records systems and services with other health care settings, voluntary hospitals, nursing homes, third-party insurance representatives, central office staff, and related users of records data and statistics.
10. Serves on related medical board and administrative committees to participate in the evaluation, planning, and coordination of the effective delivery and maintenance of medical records services in full compliance with all pertinent laws, rules, regulations, Joint Commission on the Accreditation of Healthcare Organization standards and other regulatory agencies.
11. Develop and maintain effective liaison with all external agencies, educational institutions, and professional societies relevant to the program and needs of medical records services.
12. Participates in staff meetings, outside workshops, and conferences and represents the Director in all phases of their delegated duties and responsibilities.
13. Performs related duties, as assigned.

Minimum Qualifications
1. Baccalaureate degree from an accredited college or university in Business Administration, Health Information Management, Health Administration, Industrial Engineering or a related discipline; and
2. Three (3) years of satisfactory experience in business, government, hospital or related health care organization in medical records services and systems, of which at least one (1) year must have been in a managerial, administrative and/or supervisory capacity.
3. All candidates must possess a Registered Health Information Administrator (RHIA) credential from the American Health Information Management Association (AHIMA) or a Registered Health Information Technician (RHIT) credential from AHIMA.
