The Assistant Director of Strategic Initiatives reports to the agency Deputy Director/Chief of Staff of the City of Baltimore Mayor’s Office of Employment Development (MOED). The individual selected for this role will lead MOED’s strategies related to creating a citywide workforce system and serve as the lead point of contact for the Baltimore Workforce Development Board (BWDB). The selected candidate will also manage operational activities of the Strategic Initiatives Department. Duties include the operation of the Community Job Hubs, leading Practice Advisory, a regular gathering of organizations that provide services within workforce development, and the agency Communications Team. Additionally, the selected candidate must facilitate the navigation and alignment of workforce services, occupational skills training and supportive services through the One Stop Centers as Access Points. The position also involves establishing and maintaining effective working relationships with internal departments and a variety of external stakeholders such as philanthropic organizations and workforce partners. The scope and complexity of duties for this role will require the individual to exercise independent judgment, implement task under limited supervision and to communicate frequently with the Deputy Director/Chief of Staff and Executive Director. The Assistant Director of Strategic Initiatives will also supervise a diverse team of 10 or more individuals
Essential Duties and Responsibilities
Serve as the lead point of contact for the Baltimore Workforce Development Board (BWDB) and recommendations on workforce development issues, as follows: Work with the BWDB Chair and the agency’s Chief of Staff to help the Board to guide the city’s workforce development system. This may include strategic planning, resource development, public awareness and coalition building; Facilitate BWDB meetings and coordinate BWDB committees including the Executive Committee, Youth Committee, Business Engagement Committee, Workforce Systems Effectiveness Committee (Data analysis) and the Operations Committee. Provide comprehensive communications, written briefs, summaries and presentations, to board members on emerging workforce development issues; Perform as staff member for the BWDB president with direct reporting relationship to the Chief of Staff of MOED.
Manage the operational activities of the Strategic Initiatives Department at MOED
Direct the operation and potential expansion of Community Job Hubs in which co-located agency staff provide workforce services at local community organizations. Ensure performance goals are met and the Hubs remain aligned with the agency’s other workforce centers. Lead Practice Advisory; a regular gathering of organizations that provide services within workforce development. Practice Advisory provides participants and their organizations professional development, technical assistance, information and opportunity to network and collaborate. Facilitate the navigation and alignment of workforce services, occupational skills training and supportive services through the One Stop Centers as Access Points. Oversee the agency’s communications team which is responsible for conveying the organization’s strategic vision and progress to external and internal audiences, telling the story and importance of successfully workforce development through print, audio and social media. Lead and supervise a team of 10.
Identify emerging issues in the workforce development arena, and influence key stakeholders at the federal, state and local government level on legislative and budgetary priorities:
Build and maintain relationships with public and private partners, and stakeholders in the workforce system at the local, state and federal level. Work in concert with the Mayor’s Office to develop workforce legislation; Impact workforce development planning and support the implementation of recommendations.
Knowledge, Skills and Abilities:
Comprehensive knowledge of the principles and practices of workforce development policy issues and trends. Strong public speaking and writing skills including the ability to convey complex information to stakeholders including the public, elected officials, business leaders, and practitioners. Ability to lead a team to accomplish individual division goals within agency priorities. Strong attention to detail and the ability to adhere to strict deadlines. Ability to work collaboratively with a variety of stakeholders. Knowledge of principles and practices of public and business administration, management, budgeting, fiscal controls and accounting. Ability to interpret data and develop policies and practices based on the analysis. Experience with strategic plan development and implementation. Ability to establish and maintain effective working relationships with government officials, community organizations, education institutions and business groups. Experience in federal, state and local public policy with a concentration in the area of workforce development programs and policies. Ability to interpret current law, pending legislation and regulations and when appropriate, advocate for policies that strengthening the workforce system. Experience providing direct service to disadvantaged populations, management experience, working with and influencing volunteer boards for public or private institutions
