Under the direct supervision of the Controller, this position is responsible for assisting and managing the following financial activities: process for preparation of the operating and capital budgets for all facilities; reviewing and negotiating purchasing agreements; ensuring accounting entries are devised and made in accordance with GAAP and FASB standards; working withfinancial team to ensure financialaudits are completed timely and accurately and financialreporting is completed monthly and annually.
Position Expectations and Essential Functions:
Provides financialreports and financial direction to operation team members.
Works with the Controller to supervise the general business operation of the facility, including the preparation and current maintenance of financial, personnel and other reports and records; the purchase, receipt, storage, and distribution of equipment, materials, and supplies; and the compilation, analysis, interpretation of data relating to collection, expenditures, budgets, stores, and other matters.
Prepares the operating and capital budgets on a program basis for each facility.
Administers approved rules, regulations, and standards relating to the accounting and fiscal activities of the organization.
Prepares and supervises the preparation of detailed and accurate financial, statistical, and other reports concerning business operations.
Prepares recommendations for economies in the operation of the facility.
Prepares statistical, financial, personnel, budget, and other reports containing findings, conclusion, and recommendations.
Maintains the requiredfinancial, budget, and other related records and files.
Manages the treasury function and acts in conjunction with group treasury to ensure efficient cash management and sufficient funding in either shareholder funds, treasury loans and/or bank borrowings to meet investment and operational requirements.
Graduation from an accredited college with a Bachelor's degree in business, public or hospital administration, accounting, finance or economics.
NOTE: A valid certificate as a Certified Public Accountant (CPA) may be substituted for the Bachelor's degree in accounting.
Two (2) years of professional or internfinancialexperience in a medical, educational, correctional or training facility, or other business operation where responsibility shall have included the preparation of financial statements and reports, review of financial records, overseeing the development of internal accounting control procedures and assisting in the development and analysis of an office, unit, agency or organizational budget.
NOTE: A Master's degree in business, public or hospital administration, accounting, finance or economics may be substituted for one (1) year of the non-supervisory experience.
