Assist in overseeing and directing the day-to day accounting functions, including Regulatory and Accounting.
Oversee the Regulated Utility Plant/Property Accounting area including timely closing of to Plant and reconciliation to the general ledger and ensure consistency among all Regions. Among other things, responsible for detail review of: (i) the various utility plant schedules supporting property valuation for reporting and for use in general rate cases filed with the CPUC; (ii) depreciation schedules ensuring proper rates approved by the CPUC are being used; (iii) monthly roll-forward schedules of utility plant, CWIP, depreciation reserve, advances for construction and CIAC; (iv) the closing and recording of general work orders to the utility plant records. Will serve as the main liaison to the Tax and Regulatory Affairs Departments when addressing property-related issues.
Supports as key resource & subject matter expert for areas such as revenue recognition, CWIP, policy & procedures deployment and required analysis.
Work closely with the Tax Department to ensure all plant-related tax matters are addressed.
Work closely with the Regulatory Affairs Department to assess accounting impact of general rate cases, CPUC decisions and actions. Among other things, this would include understanding the impact of general rate case decisions on the regulated utilities and 5-year forecast.
Assist and review financial analysis and reconciliation of various general ledger accounts (such as water and electric gross margin, direct construction margin, self-performing construction margin analysis, advances for construction, CIAC, R&R contract assets & liabilities) on a monthly and quarterly basis.
Assist Operations and Others in the General Office departments (finance, tax and regulatory affairs), as needed.
Work with external and internal auditors on analytics and supporting schedules.
Assist in the preparation and XBRL tagging of quarterly and annual reports to the Securities and Exchange Commission (SEC) in compliance with applicable rules and regulations.
Assist in ensuring accurate and timely preparation and distribution of the company"s internal and external financial reporting in accordance with generally accepted accounting methods ('GAAP'), principles and practices.
Ensures accurate and timely preparation of reports required by appropriate regulatory and other authorities.
Analyzes new and/or unusual transactions and develops appropriate accounting treatment and/or alternatives in according to GAAP.
Prepares and maintains policies and procedures to ensure internal controls on financial reporting; and ensures compliance with such policies and procedures.
Reviews and recommends proposals to ensure operation efficiencies.
Provides effective financial controls for the company.
Performs other duties and analysis as assigned.
Bachelor"s Degree in Accounting or related financial discipline
Certified Public Accountant
Seven years of experience preferably a minimum of five in public accounting
Excellent oral and written communication skills
Strong analytical skills
Ability to execute instructions with minimum direction
