Under the direction of the Deputy Executive Director for Development and Asset Management, focus on a long-range vision for the Seattle Housing Authority (SHA) and take appropriate actions to improve long-term stability of SHA’s real property portfolio and other assets. Excepting the homeownership program, oversee the Authority’s real property acquisition and disposition programs, and monitor financial controls and protocols to optimize the Authority’s financial flexibility under the Move-to-Work Agreement with the U.S. Department of Housing and Urban Development (HUD). Functions include team strategic planning to determine investment objectives and property characteristics; acquisition and disposition analyses and decisions; and evaluation of asset performance to maximize performance. Prepare various agreements; train, supervise and evaluate assigned staff.

In consultation with the General Counsel, provide legal counsel, service assistance and recommendations with respect to SHA programs and activities; represent SHA in various court, administrative, and alternate dispute resolution proceedings; and prepare various legal documents.

Representative Duties & Essential Functions

1. Support the Deputy Executive Director on a wide variety of development and asset management tasks including working independently with a variety of SHA development partners to negotiate and prepare joint venture real estate development agreements, long-term commercial leases, and other real estate use and development documentation. Develop and negotiate complex real estate agreements with private and public partners, non-profit and foundation sectors, health systems, Seattle Parks Department, and others. E

2. Supervise Authority activities involving the negotiation and execution of contracts for acquisition and disposition of real property interests; coordinate and monitor relationships with outside real estate counsel, brokers, escrow agents, and title companies. E

3. Support the Housing Finance Manager in negotiating various finance packages for the acquisition or renovation of real property, including bond financing and tax credit financing; prepare SHA loan documents; and negotiate with lenders and lawyers. E

4. Represent SHA in negotiations with third parties relative to land use, environmental and construction issues arising out of the concurrent development of the Sound Transit Light Rail line in southeast Seattle and the SHA HOPE VI revitalization projects at NewHolly (Phase III), Rainier Vista (Phases I and II), High Point (Phases I and II), and other SHA projects. E

5. Manage the Scattered Sites program to dispose of properties and acquire replacement properties. E

6. Provide legal counsel, service assistance and recommendations with respect to SHA programs and activities; advise and counsel Operations, Finance and Administration, and Development personnel on matters relating to real estate transactions. E

7. Represent SHA in court proceedings relating to lawsuits including eminent domain matters; meet with opposing counsel to discuss issues relating to such lawsuits; conduct interviews and depositions of witnesses involved in the lawsuit; draft legal pleadings. E

8. Coordinate with the General Counsel and Human Resources department to ensure compliance with federal ADA/Section 504 requirements, and all state and local regulations dealing with disabilities; help develop measures to reduce consumption of energy and other resources for all Authority activities. E

9. Assist the General Counsel in providing legal services and representation to SHA and its employees; render legal services on matters involving considerable difficulty and complexity including questions for which no clear legal precedent is available. E

10. Analyze problems, conduct legal research, and provide legal opinions related to difficult and complex legal problems; respond to requests from private attorneys, local governmental officials and the general public for explanations of SHA policies and practices involving significant legal issues. E

11. Render legal opinions with respect to public housing. E

12. Facilitate staff participation to develop and continuously improve service delivery to attain Authority core strategies and mission; and coach and support staff to develop and implement work plans and/or initiatives working cooperatively and independently with others. Develop communication plans and establish tracking processes to ensure completion of initiatives and work plans that include linkage to employees’ performance evaluations. 13. Attend resident, manager, supervisor and other meetings to discuss legal issues and answer questions regarding SHA processes, procedures and policies. E

14. Provide advice and counsel to SHA employees regarding contracts, construction and design, and procurement. Prepare standardized contract language; prepare, review and revise contracts. E

15. Ensure that all safety and health rules, standards and procedures are observed; conduct monthly self-inspections of work areas and practices to eliminate potential hazardous conditions; arrange for, conduct and ensure that accident investigations of all accidents are formally reported on or within the next work day of when the accident occurred; monitor and enforce the Authority’s Safety and Health Program and actively support and participate in the Emergency Preparedness Program and tasks. E

16. Perform related duties as assigned.


Graduation from an accredited law school and admission to the Bar of the State of Washington.

Five years of professional legal experience, including real estate, property management and acquisition.

Valid Washington State driver's license with insurable driving record. Washington State Bar Association membership.
