Role Overview
This position offers the opportunity to utilize your skills in the management and continuous improvement of a comprehensive Property Management program at our Annapolis, Maryland site.
Position requires significant interface with site management and personnel, as well as our customers, in the execution of compliant life-cycle customer (commercial and federal government) property to include management processes. This individual will be responsible for establishment and management of a customer property program at our Annapolis, Maryland location.
Job Responsibilities:
- Develop and implement business unit property management strategies and objectives, work instructions, and schedules.
- Review and approve site level documents and ensure site compliance with all applicable policies and regulations.
- Manage objectives in accordance with customer requirements, regulations, and Collins policies and procedures. Establish, maintain, and communicate all IMS policies and procedures on inventory, materials management, property management, and asset tagging.
- Complete and manage any property management plans per CMS requirements, and communicate plans as appropriate to internal and external customers, and suppliers/subcontractors.
- Assist and support any internal or external audits.
- Complete and maintain all required reporting to government and other customers.
- Establish and lead a cross-functional property council to drive continuous improvement of property-related processes across the business.
- Champion and facilitate training of personnel.
- Provide primary support for second and third party assessments/audits.
- Manage the following compliance programs to comply with all FAR, DFARS, and other agency requirements related to federal, state, local, and commercial subcontracting, including developing templates and plans, tracking and reporting as required, providing primary support for second and third party assessments/audits, and coordinating with Collins Aerospace compliance office: Small Business Subcontracting , Executive Compensation,Buy American Act
- Other reporting/regulatory tasks as assigned.
- Be available to travel both domestically and internationally 10-25% of the time.
Qualifications:
- Proficient in Microsoft Office applications.
- Knowledge of FAR, DFARS, and agency requirements related to property management, small business, executive compensation, and other federal reporting requirements.
- Must be able to lift 25lbs.
- Exhibit full use of subject standard theories, techniques, concepts, and principles.
- Ability to counsel, coach, develop, and motivate personnel.
- Experience working with Federal Acquisition Regulations Part 45.
Preferred Qualifications:
- National Property Management Association Certification preferred.

Basic Qualifications:
- This position requires a Bachelor’s degree in the appropriate discipline and 7 years of relevant experience or an Advanced degree in the appropriate discipline and 5 years of relevant experience.In the absence of a degree, 11 years of relevant experience is required.
