Department/Area Function:

DTCC’s Operational Risk Management (ORM) program is designed to identify, manage, measure and mitigate operational risks in all existing and new products, activities, processes and systems. The Operational Risk Management Departments oversee the ORM program, including the following:

  • Maintaining and enhancing DTCC’s operational risk management framework. The framework is comprised of tools and processes to help DTCC:
    • Identify new risks changes in risk, or relationships between risks
    • Assess the scope and quality of internal controls, and
    • Monitor and escalate key matters of risk and control. 
  • Formulating, disseminating and administering operational risk management policy and procedures;
  • Providing advice and leading risk and control projects to support DTCC Corporate Goals and improving the control environment;
  • Regularly providing executive management and the Board of Directors with reports on the status of the ORM business plan and the organization’s enterprise risk profile;
  • Liaising with Legal, Finance, Information Security, Office of Corporate and Regulatory Compliance, and other subject matter experts within the organization to ensure that risks and appropriate mitigants are identified and communicated throughout the organization.
  • Staying up to date on evolving industry best practices and regulatory expectations; meeting regularly with regulators, internal and external auditors to inform them of current initiatives and future plans.

 Position Summary:

An Aligned Risk Manager has primary responsibility for ORM coverage of one or more business areas.  The incumbent will execute and oversee day-to-day operational risk management activities (such as risk and controls assessments, incident capture and analysis, and scenario analysis and planning), manage deadlines and stakeholder expectations, and lead or participate in projects within his or her assigned areas of responsibility.  In carrying these responsibilities, the incumbent must work collaboratively with the ORM team, otherrisk & control functions, as well as with business line management.  The incumbent will support reporting and presentations to senior management, the Board Risk Committee, and Regulatory Supervisors.


Principal Responsibilities:

  • Proactively lead and support efforts to identify and mitigate risk, within assigned area(s) of responsibility
  • Develop and strengthen relationships with business partners and risk control functions
  • Develop, communicate and ensure adherence to department risk policies, procedures and best practices;
  • Reassess existing processes and create new ones that most effectively anticipate, manage and reduce risk to DTCC and its participants;
  • Foster an environment of regulatory awareness and ensure regulatory compliance;
  • Support DTCC’s core risk management corporate initiatives, including but not limited to: New Initiatives Process (NIC), Management Self Identification of Issues (MSIs), Management Control and Awareness Rating (MCAR), Operational Risk Profiles, etc;
  • Demonstrate and embed the behaviors and competencies that create a risk management mindset in your organization; and
  • Support ongoing staff education and coach and develop team members on effective risk management.


Aligned Risk Managers are responsible for preparing and providing standard and recurring Operational Risk deliverables to our business partners, such as:

  • Business Unit Operational Risk Profiles
  • Operational Risk Incident Summaries
  • Results of scenario analysis


Aligned Risk Managers may also support aspects of the department framework, including:

  • Monthly and quarterly management reporting
  • Operational Risk Capital Adequacy
  • Development and analysis of enterprise risk scenarios
  • Risk monitoring and assessment for new and emerging business areas
  • End to End Process Analysis and risk reduction initiatives


  • 5 years experience as a senior risk and control professional within the financial services industry, or equivalent
  • Experience managing relationships with and presenting to senior management


Knowledge and Skills Required:

  • Excellent analytical and problem solving skills
  • Excellent verbal and written communication skills
  • Strong technology background, including concepts such as application development, change management, and enterprise infrastructure
  • Demonstrated ability to oversee and lead a team within an operational risk function that serves as a decision making tool for management
  • Demonstrated ability to work pro-actively with all levels of management and staff
  • Highly motivated, detail-oriented, self-starter, who can set priorities, take initiative and work both independently and proactively in a dynamic team environment;
  • Ability to work under pressure, multitask and be flexible;
  • Ability/willingness to meet aggressive deadlines and objectives;
  • Excellent inter-personal skills with a highly developed customer service orientation, and ability to work effectively with all levels of internal staff, and external contacts;
  • Strong planning and project management skills;
  • Knowledge of the security markets, post-trade processing and clearing and settlement infrastructurepreferred
  • Strong process mapping and data collection and analysis skills


Education, Training &/or Certification:

BA / BS.  Advanced degree and/or certification a plus
