Responsibilities:

  • Leads contract negotiations and provides contractual domain expertise in implementation, execution and administration for all contract actions related to the Ascension Island Mission Services (AIMS) contract.
  • Prepares formal contract correspondence and ensures contractual compliance with terms and conditions, federal and state regulations and restrictions, as well as internal management objectives for existing and new contract modification activities.
  • Reviews business and contractual provisions of customer solicitations. Coordinates the proposal activity in this regard. Assures flow down of all such activity to all divisional departments.
  • Works with different CLIN types (FFP, T&M, and Cost Plus), modifies the contract and exercises options, terminates and closes out contracts and subcontracts, as required.
  • Provides guidance and leadership to cross-functional business team members to identify risk assessment and mitigation.
  • Has regular interaction with finance department, project controls, senior management and Air Force Customer Contracting Officers.
  • Responsible for assisting with coordination of pricing activity, adequacy of proposals and to assure currency, accuracy, and completeness of certified cost or pricing data.
  • Coordinates essential activities with Legal Counsel and obtain necessary approvals for proposal submittals and contract execution.
  • Drafts and negotiates contract terms, for confidentiality agreements, teaming agreements, and contracts including price and payment terms, makes recommendations that will be favorable as a prime contractor.
  • Fosters a positive and mutually beneficial relationship with customers and suppliers.


Qualifications


Minimum Qualifications:


  • Minimum of ten (10) years relevant experience with DoD contracts: familiarity with Defense Department Data Sources (e.g. cost and software data reporting).

Desired Qualifications:


  • Contracts and subcontracts or purchasing certifications a plus
  • Export/import experience a plus
  • Experience with Deltek/Costpoint highly desirable
  • Must be a US Citizen with the ability to obtain a Secret Clearance.

Specialized Skills & Knowledge:


  • FAR/DFAR/CAS knowledge essential.
  • Solid negotiation skills.
  • Bachelor's degree in Business or related field.
  • Demonstrated experience in contracts and subcontracts management.
  • A self-motivated team player capable of working under limited supervision.
  • Strong written, verbal and communication skills.
