Job Summary
Reporting to the Executive Director, ITS Business Operations, the Administrative Director ITS Finance and Business Operations provides direct oversight to core business functions supporting the SHC ITS department of over 800 FTEs. This position has a business focus rather than a purely technological focus and is responsible for the major functions of financial planning, analysis and oversight, purchasing, human resource management, and business office management within ITS.
The Administrative Director ITS Finance and Business Operations manages a team of managers, analysts, and other personnel within ITS in order to organize and coordinate these efforts. He or she will work closely to align these ITS functions with core support units at SHC (including finance, HR, facilities, purchasing, etc.) in order to represent ITS and to create seamless interaction for specialty services involving information technology. This position provides executive oversight and daily operational supervision to financial planning and analysis, purchasing, business office and customer service programs within ITS.
Essential Functions

Recruit, develop, and retain a high performing team to support essential functions of the roll
Develop and present a mechanism, basis and annual budget for information and communications systems capital and operating investments; recommend, monitor, and report annually on the budget for ITS
Establish robust financial management processes for long range planning and forecasting and fostering quality and fiscal accountability for projections
Create policies, practices, and procedures to provide financial management, financial tracking, purchasing for ITS
Develop and support a methodical approach to identifying and realizing cost saving opportunities
Assist with macro sourcing strategy development and execution - gather stakeholder and subject-matter insights/business requirements to ensure sourcing solutions meet business needs, identify process re-engineering opportunities to increase efficiencies
Benchmark SHC IT contracts and pricing to market
Establish strategic alignment by linking ITS strategy with SHC¡¦s business imperatives and a planning process that communicates effectively about costs, impacts, and progress
Assist in the development and maintenance of the strategic ITS plan addressing organizational strategies for integration of information systems and communication networks
Direct the development and implementation of a continuing assessment/evaluation process to measure compliance, performance, and effectiveness of system/Enterprise-wide client service delivery; recommend corrective action, as needed, to assure service delivery meets negotiated service level agreements with internal and external clients.
Identify programs to measure benefits, particularly productivity-related, in order to ensure value is being added consistent with the enterprise productivity goals.Minimum Requirements
Education: Bachelor's degree in a work-related discipline/field from an accredited college or university;
Master's degree in Business Administration degree preferred.
Experience: Minimum of five (5) years of progressively responsible and directly related work experience.
Prefer a minimum of 10 years of experience including five (5) years of supervisory responsibility.

Knowledge and ability to direct a staff in integrating informational technology services with the work requirements and deliverables of units and departments.
Knowledge and depth and/or breadth of expertise in informational technology disciplines e.g., network operations, databases, software application and interfaces, computer operations, production control, quality assurance and systems management.
Knowledge of new technologies (in specific field) and maintain and stay abreast of updates and changes
Knowledge of principles and practices of organization, administration, fiscal and personnel management
Substantial experience in business case development for large scale multi-million dollar projects.
Must be a self-starter and can operate independently with minimal supervision.
Expert proficiency with Excel and Power point presentations.
Experience leading and developing analytical resources.
Strong analytical, executive level communication and interpersonal skills.
