Air Force Nuclear Weapons Center (AFNWC) Nuclear Command, Control, and Communications (NC3) Integration Directorate, is seeking a highly qualified Acquisition Test Manager NOVRHR161M to fill a NH-1101-03 vacancy in the Nuclear Networks Division (NCN) in support of the Global Aircrew Strategic Network Terminal (GASNT), the Very Low Frequency Enterprise Program Office (VLF EPO), and Sentinel at Hanscom AFB, MA. This position NH-1101-03 has a typical 2026 salary range of $101,375 - $156,715 DUTIES: Serves as a Test Manager with responsibility for managing the Test and Evaluation efforts of multiple programs that support Nuclear Command, Control, and Communications (NC3) capabilities within the Nuclear Networks Division (AFNWC/NCN). The Test Manager performs test management responsibilities IAW DAFI 99-103. The individual in this role provides technical guidance, advisory support, and assistance on test and evaluation matters, represents the organization at executive levels, and directs T&E stakeholders and contractors in meeting program test objectives. They also plan, organize, and direct activities of T&E functional specialists, develop and implement T&E aspects of projects/programs, and analyze interrelated issues to solve problems and guide program accomplishment through the acquisition test cycle. • Serves as the primary technical expert responsible for managing the Test and Evaluation (T&E) efforts for multiple Nuclear Command, Control, and Communications (NC3) programs. This includes developing, implementing, and overseeing test plans, managing resources, and ensuring all T&E activities comply with DAFI 99-103. • Manages the contractual, financial, and technical aspects of projects throughout the acquisition cycle. This individual advises Program Managers on test-related issues, oversees contractor performance to ensure contractual obligations are met, and develops the overall acquisition strategy for complex, high-risk projects. • Leads a team of functional specialists to guide programs through the acquisition test cycle by establishing milestones, monitoring progress, and resolving complex technical issues. Furthermore, this person acts as the organization's representative in high-level government and industry meetings, presenting program status, negotiating solutions, and influencing policy. DESIRED EXPEREINCE: Strong background in test and evaluation of weapon systems with demonstrated expertise related to command-and-control communications testing, cyber systems testing, integrated systems, nuclear survivability testing, and similar test types is strongly required. REQUIREMENTS FOR THE POSITION: • U.S. CITIZENSHIP • At least five (5) years of experience in federal acquisition, program/project management preferred. • Must hold Secret clearance; required to obtain and maintain a Top Secret/SCI clearance. • Employee will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. Employee must be able to obtain and maintain a Top Secret/SCI security clearance. • Employee may occasionally be required to travel to a temporary duty station on commercial or military aircraft. • This position requires routine access to classified information and meetings and therefore will require at least 5 days/week in the office. • This position has been designated as an acquisition position covered by the Acquisition Professional Development Program (APDP). The employee must meet Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the assigned position. For this Acquisition Test Program Manager position, Test and Evaluation Practitioner certification is required, however if the employee does not have T&E Practitioner at time of hiring, the employee will be required to obtain Test and Evaluation Practitioner certification within 48 months of appointment to position. Employee is expected to meet Continuous Acquisition Education requirements. • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
