ICI Services is looking for a motivated individual who wants to join our team in support of Naval Sea Systems Command in Washington, DC. We are a mid-sized defense contractor providing Engineering, Logistics, Program Services, and Technical Services to government clients in 14 states and the District of Columbia. We need a Mid to Senior Acquisition Program Analyst to support a major NAVSEA shipbuilding program office.

Security Clearance:

  • Applicant must hold an active Department of Defense (DoD) SECRET personnel security clearance


* Assisting in the development, review and update of acquisition documentation. Coordinate and adjudicate inputs from all program office PAPM(s) and other NAVSEA stakeholders as required. Examples of documents include Acquisition Plans and Strategies (AP/AS), Acquisition Decision Memorandums (ADM), Life Cycle Sustainment Plan (LCSP), Program Protection Plans (PPP), Test and Evaluation Master Plan (TEMP), Cost Analysis Requirements Description (CARD), and sole source Justification & Approval (J&A)

* Developing and assisting with preparation and updates to briefing materials as directed

* Assist in developing shipbuilding RFPs as requested. Participate in RFP "reading sessions" to adjudicate PAPM comments

* Participate in acquisition strategy or contract strategy discussions as requested

* Conduct acquisition research (e.g. Congressional legislation, Title 10 USC, DAU) as requested

Experience Requirements:

* Required: 10 + years of Acquisition or Program Management experience as either a contractor or government employee within a DoD Service program office

* Required: proficiency with Microsoft Office products (Word, Excel, PowerPoint, Outlook)

* Desired: broad knowledge of US Navy Shipbuilding, NAVSEA 02 contracting, and various program office acquisition management functions (engineering, logisitics, CM, finance, post delivery, life cycle sustainment)

* Required: Knowledge of DoD Instruction 5000.02 and experience working for an ACAT I/II program

Education/Certication Requirements:

* Bachelordegree (BA/BS)

* PMP certification or equivalent
