CSCI seeks an Acquisition Analyst Matter Expert Subject Matter Expert (SME) team member who will support the United States Marine Corps Special Access Program (SAP) Central Office (SAPCO) that advances USMC interests (Technology Maturation, Developmental Test & Integration, Operational Assessment, product Fielding and Sustainment) with a 20-person team of subject matter experts and program security professionals.
This position is on-site, Monday-Friday. The primary duty location will be the Quantico.
Responsibilities
As one of the contributing team members, Acquisition Analyst SME primary responsibilities include, but not limited to:
- Prepare briefing materials for weekly project-level synchronization meetings; ensure timely and accurate updates to the: Product Manager and Program Manager's bi-weekly situation report, Test & Evaluation weekly and monthly updates.
- Manage collaborative Integrated Product Team (IPT) authoring of programmatic, systems engineering, and lifecycle documentation. Manage document collection feedback via comment resolution matrices and collaboration sites; facilitate document staffing for signature.
- Manage programmatic contract execution and the status of funds; review Contract Deliverable Requirement List (CDRL) items delivered by industry and provide acceptance recommendations to the government; ensure CDRL registers are updated; and author and maintain the responsibility assignment matrix to align stakeholder reviews of CDRLs.
- Update the Government Integrated Master Schedule and coordinate with the Business Team to develop One Pager reports.
- Support Product Manager and Program Manager Financial status of funds synchronization meetings; provide timely and accurate support to financial spend plan drills and funding decrement scenario inquiries.
- Review the project Risk Register and continually status mitigation steps according to the risk burn-down action plan and milestones.
- Engage with stakeholders across the Marine Corps Capabilities Development Directorate, Headquarters Marine Corps, and Consortium Groups. Respond to vertical and horizontal organizational data calls and requests for action.
- Author, edit, and proofread memorandums of agreement, requirements, and technical documents. Review documents and presentation materials for clarity, grammar, spelling, punctuation, content, format, and style. Lead and ensure team adherence to government style guides, e.g., Naval Correspondence. Correct technical documents as necessary; conform to strict editing guidelines and security clearance protocols. Ensure that all written content meets our company's standards and those of the customer.
Skills - Minimum of 8 Years Experience
Required Qualifications:
- US Citizenship is required.
- BA/BS or equivalent experience in Engineering, Business Administration, Economics, or equivalent.
- Current Top Secret Clearance with SCI Eligibility.
- 8 years of related experience required in the DoD environments.
- Experience with reviewing business case and requirements documents, authoring project charters, acquisition strategies and acquisition plans, project management plans, analyzing project scope, performing work decomposition, developing integrated master schedules, facilitating independent government cost estimation, identifying project resources, developing technical action plans, planning systems engineering technical reviews, planning lifecycle sustainment, defining quality management metrics, implementing and auditing quality control measures, reviewing contract deliverables, managing project/program risks, engaging stakeholders; developing technical performance work statements, knowledge of cloud-based information management systems and classified networks; and interpersonal soft skills.
