Property Manager / Logistician
Supports DoD customer in the Material Developer (MATDEV) community and the Project Manager, Aircraft Survivability Equipment (PM-ASE) in the identification, management, and contractual documentation of Government Furnished Property (GFP) issued to Prime Contractors and/or Original Equipment Manufacturers (OEM).
Identifies GFP previously issued through cyclic and periodic inventories to ensure all ASE property is properly hand receipted, 100% accountable, and is in usable condition. Tracks PM ASE hardware systems and prepares systems accountability reports to ensure that all issued GFP is properly reflected in the Defense Property Accountability System (DPAS).
Prepares documents for transfer of turn-in of excess or obsolete property using the Electronic Turn-in Document (ETID) database and utilizes source documentation for property to support upload into DPAS.
Establishes policy, assigns responsibility, and develops/prescribes procedures for property management systems analysis (PMSA) and accountability of GFE in the custody of defense contractors.
Provides analysis and recommendations on accountable property systems of record (APSR) used by contractors for managing and controlling property in possession of contractors (PIPC) to include GFE, contractor acquired property (CAP), and real property. Conducts analysis to determine Government Furnished Equipment (GFE) requirements, distribution, and control.
Manages PM-ASE equipment provided to test facilities and organizations on temporaryloans. Provides analysis and recommendations on inventorydisposalschedules, demilitarization, and destruction of GFE Interact with the Redstone Arsenal Defense Reutilization Management Office (DRMO) to determine disposition of excess property.
Manages PM-ASE non-standard catalog to ensure all equipment is registered the in Army Enterprise Systems Integration Program (AESIP) for inclusion in Army approved APSR systems. Fulfills all tasks under ISO 9001:208/AS9100C guidance for Management, Analysis, and Improvement.
-Master's degreepreferred and 10 years of experience.
-Possess and apply a solid working knowledge of the Army Property Accountability Systems of Records (APSR) (i.e., Property Book Unit Supply Enhanced (PBUSE), Defense Property Accountability System (DPAS), Global Combat Support System Army (GCSS-Army).
-Possess and apply a solid working knowledge of AR 735-5, Property Accountability Policies, AR 700-131, Loan, Lease, and Donation of Army Materiel.
-Possess and apply a solid working knowledge of the Government Furnished Property (GFP) in accordance with DFARS, 252 and 245.
-Possess and apply a solid working knowledge of DoD Supply Chain Materiel Management Policy and Army Command Supply Discipline Program (CSDP).
-Active secret clearance is required.
