We are seeking an Employee Relations Manager The successful candidate will be a seasoned professional with experience working in the federal contracting environment. He/she will manage activities designed to establish and maintain effective employee and labor relations through uniform application of the Company's policies, practices and applicable collective bargaining agreements. This role will provide day-to-day employee and labor relations support (coaching, counseling, and advising) remotely to managers and employees in the field on a multitude of workplace issues. This role will also be heavily involved in the development of classification and cataloging employee in labor relations matters for the purpose of standardizing operating procedures and guidelines, in order to more efficiently and effectively manage workplace issues moving forward.

ESSENTIAL FUNCTIONS OF THE POSITION

  • Advises and assists in developing, planning, managing and implementing procedures to produce effective and efficient management of the employee relations function.

  • Provides advice and counsel to managers, supervisors and employees regarding laws, regulations, policies, CBAs, procedures and practices related to employee relations matters.

  • Facilitates communicationresolution of employee issues and concerns in conjunction with HR Managers,employees and management by providing guidance and consultation regarding problem solving, dispute resolution, regulatory compliance, litigation avoidance and strives to resolve internal conflict informally through appropriate conflict management and mediation techniques.

  • Conducts thorough investigations in conjunction with the Director, HR Operations and our Legal and Labor Relations departments. Prepares written reports of investigation outcomes as well as organizing all supporting documentation. Prepares presentations for executives when needed to present issues along with recommendations.

  • Classifies and catalogs common issues and develops root cause analysis of workplace issues in aggregate, provides reports and recommendations to the Director, HR Operations.

  • Assists in internal audits of employee relations issues and makes recommendations to resolve issues in accordance with Company policies, practices, procedures and CBAs.

  • Works collaboratively to ensure consistent application and interpretation of Labor Relations, Employee Relations, policies, contracts, and strategies

  • Provides and consistently documents corporate-wide decisions in keeping with best practices and to minimize risk and litigation in employee relations situations.

  • Conducts HR training and/or assists in the implementation of human resources initiatives or projects.

  • Conducts focus group discussions in conjunction with HR Managers and employees to determine root cause morale and retention issues where needed.

  • Develops and implements retention tools across the organization to include morale, anniversary and recognition programs. Manage programs, plan and execute annual events.

  • Partners in providing necessary supporting documentation and feedback for applicable EEOC complaints and litigation requests. Provides comparator information by pulling reports from HRIS system and research through local program management offices. Works in conjunction with legal team on providing timely responses to EEOC complaints and litigation requests.

  • Performs all assigned duties in compliance with internal policies and external regulations and laws, bringing all compliance issues to the attention of management.

  • Utilizes data driven metrics to make recommendations to improve organizational and business effectiveness.

  • Collaborates with HR Managers on the development and review of supporting documentation for all involuntary separations to ensure that we have followed progressive discipline methods where applicable. Review all layoffs to ensure that we have followed all state/federal laws and assist in the development of Joint review memorandums to document the decisions of who to lay off.

  • Assists with otherHR special projects or assignments as needed

Qualifications

  • Relevant Bachelor’s degree (e.g., business administration/Human Resources) or the equivalent combination of education, professional training or work experience

  • Must have experience with and working knowledge of the Service Contract Act, Davis Bacon Act as well as the ability to team with our Labor Relations Department to interpret and enforce Collective Bargaining Agreements

  • Must have a good understanding of the Deltek/Cost Point/Cognos reporting tool and resources for HR management (regulations, state and federal laws)

  • Must have excellent management, organizational, leadership, and training skills

  • Strong communication, analytical and human relations skills

  • Ability to coordinate, control and organize multiple functions and activities

  • Must have strong presentation skills, and ability to convey ideas and issues clearly and unambiguously

  • 8years of progressive responsibilities in Human Resources

  • Ability to travel (less than 25% per year); sometimes with short notice

  • Must be comfortable multi-tasking and adjusting to competing priorities

Desired:

  • Professional Certification (PHR, SPHR, GPHR, SHRM-SCP, SHRM-CP)

  • Experience supporting a CONUS and OCONUS geographically dispersed workforce
