Senior Manager - Safety, Health and Environment
The Senior Manager of Safety, Health & Environment will provide short and long-range planning for Safety, Health and Environment (SH&E) programs including workers compensation, implement approved plans, provide technical leadership and functional guidance to operating unit staff to ensure industry standards are established to meet requirements of regulatory agencies, ensure quality control procedures are executed to monitor all aspects of regulations, coordinate audit programs within the organization to identify and control significant loss producing exposure, ensure that significant risks associated with the facilities or properties of the Company, programs and activities are identified and avoided or mitigated to the extent practical by maintaining effective legislative and regulatory monitoring and response including, ensure that customers (both internal and external) are well-served through provision of high quality guidance and technical services delivered in a timely manner; and promote communication programs to enhance and encourage employee awareness of Safety and SH&E issues. This position is also responsible for managing the day-to-day SH&E functions including regulation review, training, standards development, audits, compliance, risk assessments, ensure adherence to Company command media, and provide SH&E guidance and support to other departments within the organization. This position will report directly to the Aerojet Ordnance Tennessee General Manager as a member of the local management staff with a dotted line reporting relationship to the Defense Business Unit Lead of Safety, Health & Environment.
Essential Job Functions (Including % of Time for Each)
100% - Responsible for all aspects of safety, health and environment at location:
- Managing and administering a radiation safety program.
- Providing technical and administrative leadership on technology issues and concept definitions critical to the maintenance of the Company’s business posture.
- Advising direct reports in the resolution of technical and operational problems based on specific goals, policies of the Company and established schedules.
- Establishing operational policies which affect direct report multi-level functional groups. Interpreting, executing, and recommending policy changes to ensure compliance with regulatory programs.
- Managing the allocation and integration of department resources to meet commitments and objectives; preparing and managing overhead allocations and expenditures for direct reports managers and managing the annual operating plan commitments for their respective organization; ensuring the ongoing viability and effectiveness of the unit through continuous review of SH&E management system and staff performance; developing and managing Environmental Reserves and/or Finance Assurance.
- Managing operation of complex site treatment plants including domestic waste water, industrial waste water, public water supply systems, and/ or thermal treatment facilities; and representing the Company with regulatory agencies, advisory community, including attending meetings, working with agencies regarding the evaluation of programs.
Requires a Bachelor's degree in appropriate discipline with fourteen (14) years of progressively responsibleexperience in a directly related field, or an equivalent combination of education and experience. Possession of an advanced degree in a directly related field is strongly desired. Candidate must demonstrate supervisory skills, including the ability to plan, organize, coordinate, direct and control the activities of SH&E department. Registration as a Radiation Safety Officer, Health Physicist or other equivalent registrations are preferred. Completion of HAZWOPER training is preferred.
Candidate must possess knowledge of radiation safety; applicable, local, state and federal codes, regulations and procedures; external government bodies and agencies related to SH&E; organizational policies and procedures; contracting practices and regulations; , project management and program/project analysis and evaluation, and Financial assurance development.
Candidate must possess the ability to provide effective direction, leadership and team building; manage employees and complete associated administrative tasks, including the ability to select, appraise, motivate and develop direct reports; provide technical and administrative guidance for activities in defined scope of responsibilities; communicate effectively with all levels of management and individual contributors; communicate clearly and concisely both orally and in writing; work with direct report staff, managers and supervisors to support program budget development; establish, monitor and control projects and schedules to meet goals and objectives; perform personnel evaluations; oversee and direct staff development and training; review and interpret impact of legislative issues; manage the development and presentation of studies and reports; establish and maintain collaborative working relationships with all levels within the organization, other agencies, government officials and the public; develop innovative solutions for difficult and complex SH&E problems, and effectively utilize computer software and applications (including Microsoft Office).
US Citizenship required. Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (U.S. Citizenship required). Must also be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.
Work Environment and Physical Requirements:
The work environment may require a combination of indoor and outdoor activity (hot, cold, wet, humid conditions) with a varied amount of walking, standing, sitting, climbing (i.e. ladders, stair, scaffolding, ramps), balance (maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces), bending, reaching, handling/fingering (seizing, holding, grasping, turning picking, pinching), stooping, kneeling, crouching and ability to lift/carry/push/pull up to 50 pounds. Work may require the ability to operate material handling equipment (forklift, crane, hoist, man lift, etc.) and drive company vehicles in a safe manner. While performing the duties of this job, employees may work around variable noise levels or with fume or airborne particles, hazardous chemicals, etc. requiring the use of personal protective equipment such as face protection (safety glasses, goggles, face shield), foot protection (i.e. steel toed shoes, rubber boots, etc.), gloves, hard hat, shop coat and hearing protection. Some positions may require Respirator clearance up to and including the Self Contained Breathing Apparatus (SCBA) Level A clearance. Work requires the ability to change into or out of personal protective equipment when entering or exiting manufacturing, laboratory, or other areas. Some employees may be required to drive between various locations within the Company facility or between locations. Work duties may also be required to work in a standard office setting and to use standard office equipment, including a computer and/or the ability to travel by air or auto. Ability to distinguish colors may also be necessary. This position may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
