Job Description

The Sr. Project Estimating Engineer coordinates, develops and prepares various estimates for projects in various life cycle stages and assures adequate and thorough review and analysis of estimates prepared by Architect Engineers/Construction Managers for establishing project budgets.

  • Assist Manager, Estimating in coordinating inputs from other discipline estimators
  • Prepare detailed/fair cost estimates based on designed jobs/material take off, for capital construction projects, plant maintenance projects.
  • Understand standard man hours and wage rates development to be utilized in estimating.
  • Prepare detailed estimates for major Capital Construction and plant maintenance/modifications.
  • Support all other departments/divisions such as Engineering, Plant Facilities, R&D and Licensing with detailed estimating.
  • Coordinate estimating/valuation engineering support to all other divisions and departments in the Authority, such as Engineering, R&D, and Licensing.
  • Prepare fair cost estimates to confirm contractors' proposals, to keep Change Order costs at most reasonable level.
  • Review field-oriented estimates and assure that Authority standards are in place. Analyze and evaluate variances between estimates prepared by the Authority’s Estimating Department and bids or proposals received from outside contractors/consultants
  • Develop and implement cost and estimating programs and procedures necessary to assure the preparation of quality estimates.
  • Perform field visits to review and assess conditions for estimates involving construction contract changes and retrofit projects.
  • Develop and maintain proper retrieval capability based on completed projects for baseline control of estimates.
  • Perform special tasks as assigned by Manager, Estimating to support the estimating function.

Required Skills

  • The engineer at this level should provide technical leadership to the group on developing and analyzing project cost.
  • The incumbent must have the ability to develop project Capital Expenditure Estimates, cost control reports, project cash flow from projectestimates and analyze and update these documents on an as needed basis.
  • He/she must now have substantial knowledge of related disciplines, code requirements and understand the effects on the overall cost of theproject.
  • Must be aware of changes and advancements in the industry, and develop industry-wide expertise.
  • At this level the incumbent should understand how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.
  • The individual must be familiar with budgeting, cash flow, rate structures and policies.
  • Written reports at this level can include analytical studies, and equipment selection. These reports should be of high quality and ready for final submission, and appropriate for the intended purposes.
  • Strong negotiating skills are also critical at this level.
  • Engineers at this level should be focusing on the results of data rather than on the data analysis only. In some cases, these "problems" may be associated with the Authority's generation and transmission of electricity safely, at the lowest cost, or in developing expanded capabilities and services for customers.
  • He/she must be able to handle a project from start to finish
  • Because the incumbent may plan and manage long-term projects, strong project management skills are required. When given a leadership role, the engineer will coordinate the activities of other engineers.
  • Must be persuasive and have strong negotiating skills. Guidance and motivation should be provided to junior engineers.
  • Must be able to identify problems and solutions, as well as efficiency improvement opportunities, when they arise, without waiting for direction.
  • Approximately 20% travel primarily within NY State.

Required Experience

  • Bachelor’s of Science degree in Engineering (Civil preferred) from an accredited college or university.
  • Minimum of 7 years of direct experience in the design or in the construction industry preferably in power plants and power transmission.
  • 3 to 5 years of experience should be directly related to estimating for power/industrial projects.
  • Position will be filled at a level commensurate with experience, this may be lower than this posting.
