 Provide overall direction and leadership of assigned construction projects. Implement manage and continually improve the operation and administration of construction management on assigned projects.  Advance projects by collecting, developing, assembling and providing data and information while maintaining productive working relationships with staff, contractors and vendors.



  • Develop project scope definition
  • Assist in selection of technology partners
  • Develop conceptual job cost estimate and schedule
  • Assist in development of PFD’s and PID’s


  • Provide overall leadership and coordination of the design process with internal resources and outside consultants
  • Assist in procuring outside design consultants
  • Develop the design from initial concepts through final design documents
  • Participate and lead 3D modeling review sessions
  • Provide input for value analysis or scope reduction/enhancement efforts
  • Perform constructability reviews
  • Develop project cost estimate


  • Draft purchase orders and contracts to prime vendors and contractors
  • Negotiate agreements to authority limits
  • Ensure vendors and contractors do not start work onsite without purchase order, contract, insurance, bonds, and builders risk insurance
  • Develop a “Scope of Work” matrix to identify responsibilities for each contractor or vendor in order to avoid gaps and overlaps
  • Assist with bid strategy, bid solicitation, bid review and subcontractor selection
  • Develop job cost estimate and capture historical cost information
  • Approve process payments to vendors and contractors
  • Ensure vendor and contractor changer orders are issued in a timely manner
  • Negotiate change orders up to authority limits
  • Stay abreast of material delivery dates and keep the team informed on issues that affect the project schedule.  Expedite delayed material delivery
  • Review RFI’s and determine and respond appropriately to ensure compliance with REG’s long term goals for the project
  • Ensure a RFI’s log is maintained on all assigned projects
  • Coordinate submittal review with REG internal resources and outside contractors and vendors
  • Comply with all project safety requirements.  Work to correct unsafe conditions when observed or notified of them.  Champion VisionZero on all assigned projects.
  • Develop and update the design and construction schedule. Identify and address long lead items as part of the preconstruction planning

Other frequent duties:

  • Maintain a complete understanding of the estimate and how it was developed to ensure REG goals for the project are met
  • Lead team meetings and prepare/oversee the minutes for those meetings
  • Prepare and ensure accuracy of monthly cost projections
  • Document and report all significant project issues to Director
  • Become familiar with bureaucratic controls and restrictions such as building codes, NFPA codes, life safety codes, NEC, and environmental

Perform other duties as assigned


Education Required: 4 year bachelor’s degree Construction Engineering, Construction Management or related degree

Experience Required:  5-7 years
