Job Description:

POSITION SUMMARY:

  • The Program Management Lead reports to the Director of Program Planning and Administration.
  • Scope of responsibility of this position includes Project Documentation, Project Processes, Deliverable Quality Standards, Process Quality Standards; Quality Control Activities and Quality Assurance Activities.
  • Responsibilities include but are not limited to defining, executing and maintaining processes and tools to
  • support the administration of the HIX program.
  • Specific duties include but are not limited to: development of the Program Management Plan (PgMP),
  • Change Management and other process areas; effectuating Program Quality and Process Improvement
  • initiatives; and implementation and maintenance of program management tools (including SharePoint
  • Enterprise 2013, JIRA, and others).
  • The position will provide day-to-day management of a team of 3-5
  • individuals, under the oversight of the Director.

Major functions of this position include:

  • Oversee development of Program Management Plan (PgMP), the program’s single source of truth for policy, process and procedure for both solution delivery and administrative activities.
  • Maintain PgMP development calendar
  • Draft language for specified sections of PgMP
  • Coordinate drafting of specified sections of PgMP by other program team members
  • Ensure quality product and compliance with PgMP drafting standards
  • Identify new sections for development, review and/or redrafting, as needed

Change Management:

  • Establishes the strategy, communication and master change management plan for cross-functional initiatives, with a clear focus on governance
  • Provides oversight across all project level communications and change management activities identifying possible integration opportunities.
  • Works closely with key business areas to identify and tailor communications associated with process and technology changes.
  • Leads a business engagement plan, including ways of assessing readiness and feedback.

Effectuate Program Quality Initiatives:

  • Lead and coordinate Process Improvements in the following areas:
  • Communication – of new issues etc.
  • Deliverables templates
  • Issues & risks management
  • Business requirements
  • Integration of administration staff and the project.
  • Convene and oversee Issues/Risks Committee
  • Maintain Issues/Risks (I/R) list and update or prompt program team staff to update
  • Coordinate documentation and escalation of programmatic I/R’ to leadership
  • Engage and assist in management of IV&V Staff
  • Attend bi-weekly IV&V contract management meeting

Oversee development and expanded use of SharePoint 2013 (SP):

  • Act as administrative owner of SP tool, engaging SP developer and business users
  • regularly to facilitate and foster use of SP
  • Continue development of SP governance model and use policies for SP
  • Oversee effort to migrate contents of TeamForge to SP
  • Coordinate review of requests for new/modified functionality, coordinate development activities and manage deployment and adoption
  • Create or coordinate creation of training materials

Administer Legacy JIRA (LJ):

  • Act as administrative owner of LJ tool, engaging JIRA developer and business users regularly to manage use of LJ
  • Ensure integrity of historic data
  • Participate in shutdown of LJ at designated time

Oversee implementation and use of new SDLC management tool (once selected):

  • Act as program point of contact for implementation of selected tool, working closely with IV&V vendor, System Integrator (SI) and its sub-contractor and business users, including:
  • Developing governance model and use policies
  • Coordinating data migration from the LJ and SI’s tools
  • Ongoing, act as administrative owner of tool, engaging developer and business users regularly to facilitate and foster use
  • Coordinate review of requests for new/modified functionality, coordinate development activities and manage deployment and adoption
  • Create or coordinate creation of training materials

QUALIFICATIONS/REQUIREMENTS:

  • This position requires:
  • Bachelor’s Degree; Master’s preferred.
  • Minimum 7+ yearsyear’s professional experience preferably in a project setting.
  • Excellent project management skills
  • Experience working on complex projects.
  • Excellent time management skills, ability to multi-task with strong analytical skills.
  • Proven experience in process improvement, leading projects with a record of successful implementation
  • Demonstrated ability to show initiative and judgment.
  • Demonstrated collaborative approach.
  • Excellent communication both written and verbal.
  • Strong organizational skills
  • Experience in Health IT and/or public sector program management strongly preferred.
  • Competence in the following:
