Provides management, coordination, support, and monitoring of all phases of the C4IT Support. Requisite responsibilities include monitoring performance of geographically dispersed communications systems, the provision of technical guidance, direction, or training across multiple functional areas. Provides input for project estimation and budgeting, technical review, and presentation. Manages, tracks, controls, and reports on all aspects of project performance, including technical, financial, contractual, administrative, logistical, subcontractor, and vendor oversight. Manage, coordinate, supervise, support, or perform project and technical writing activities related to all aspects of a project. May provide support in the areas of leadership, development or overseeing development of, systems requirements, design, documentation, algorithms, software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces. Generates, or oversees generation of, test and evaluation plans, and executes those plans when necessary. Exercises independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems. Documents and communicates results at all levels to Government representatives.

Specific duties require:

  • Experience and technical expertise in sustaining and improving the assets operated or controlled by the USCG. Fixed assets include electronics and communications equipment used to provide long range MF and HF communications for Search and Rescue and other U.S. Coast Guard Missions and provide critical services to the maritime public. Fixed assets also include the interconnecting networks (e.g., CGOne, Communications System Network (CSN, etc) and the various audio routing and control systems).

  • Experienced in developing project plans, estimates, schedules, briefs, and other project documents as required

  • Experience in electronics Engineering Drawings, Technical Publications and Manuals. Must be able to develop or edit (e.g., red-line) paper copies of drawings as required and assist in the conversion to Computer Aided Design (CAD) format or other format required.

  • Experience in abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity.

  • Excellent writing skills; extensive experience using the Microsoft Office suite of applications; and possess a thorough knowledge of using computer systems to perform independent research via shared drives as well as the internet.

  • Experience in translating a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), perform risk identification, analysis, mitigation, traceability, and then integrate the various components to produce a working prototype or model of the system.

  • Experience in applying various techniques to demonstrate that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design.



  • Minimum of five (5) years of experience in support of Coast Guard systems.

  • Minimum of a two year degree in applied science or specific technical field.

  • Proficient with Microsoft Office applications including Word, Outlook, Excel, PowerPoint, MS Project 2010 / Project Server, and Visio.

  • Understanding of electronics maintenance and support.

  • Ability to obtain a secret clearance

Work Environment and Physical Demands:

General office environment, No special physical demands required. Some lifting and/or moving up to 50 pounds required.Travel may be required.
