Minimum five years of responsible administrative experience in a long term care facility or medical center. In the absence of the Executive Director, the Associate Director is accountable for all administrative duties, assuming responsibility for all operational departments of the facility. Ultimately responsible for control, utilization and conservation of physical and financial assets, as well as ensuring compliance with Joint Commission, state and federal agency standards. Develops policies and procedures for the facility and reports regularly to the Executive Director. Directs, supervises and coordinates functions and activities of one or more nursing home departments. Assist in the recruitment and selection of department directors, supervisors, consultants and other auxiliary personnel. Make recommendations to the Executive Director. Assists in administration and coordination of nursing home activities. Consults with and advises the Executive Director on problems relating to operation of the nursing home, as well as recommends and implements solutions. Recommends changes in administrative policy to carry out the objectives of the nursing home more effectively. Assists in the preparation of budgets and allocation of funds, based on cost studies, review of departmental budget estimates, familiarity of operating procedures and discussions with Department Heads. May direct accounting of all nursing home funds. May recommend changes in procedures in any or all departments. Assist in preparing an annual operating budget for approval by the Executive Director and allocate the resources to carry out programs and activities of the facility Recommends improvement in nursing home facilities, including construction or renovation of structures and purchase of new equipment based on personal inspection of premises, consideration of nursing home policies and knowledge of needs and resources. Interprets and implements nursing home and department policies, objectives and operational procedures with department directors. Resolves problems with department directors concerning such items as staffing, utilization of nursing home facilities and equipment and supplies. Meets with staff members to interpret changes in operational procedures. Interprets the facility's policies and procedures for employees, residents, family members, visitors, government agencies, etc., as necessary. Ensure that policy manuals are updated annually or as needed, and convey such policy changes. Assist department directors in the development and use of Augusta University/Georgia Department of Veterans Service/Georgia War Veterans Nursing Home policies and procedures. Make routine inspections of the facility to assure that established policies and procedures are being implemented and followed. Meets with members of Augusta University, veteran service organizations, and community partners to promote good public relations and operational relationships. Attends meetings of professional, civic and service organizations as a representative of the nursing home. Assist in preparing an annual operating budget for approval by the Executive Director and allocate the resources to carry out programs and activities of the facility. Participate and lead in facility Joint Commission surveys and various other inspections conducted by government agencies. Review and develop a plan of correction, in conjunction with the various disciplines, for deficiencies noted during survey inspections and provide a written copy of such plan to the Executive Director for review and submission. Ensure that all facility personnel, residents, visitors, etc., follow established safety regulations, to include fire protection/prevention, smoking regulations, infection control, etc. Ensure that the resident's rights to fair and equitable treatment are well established and maintained at all times. Leads, coordinates and educates staff as to facility emergency management plans
