Soft Tech Consulting is seeking a highly motivated, self-directed individual to fill the role of Project Manager (Software Development). This is a senior level position and the selected individual will join a collaborative team environment where they will provide expertise and guidance for project leadership, including defining the projects objectives, overseeing quality control throughout the project life cycle, and coordinating the efforts of team members in order to deliver the project according to plan.


The Project Manager (Software Development) plays a key role in client relations, working as the primary point of contact. Key to the success of this position is the successful delivery of projects and effective communication to all levels of staff for reporting project status.





  • Oversee and manage the entire workload under the task order.

  • Provide comprehensive account support and have full authority to actin performing all requirements.
  • Manage and staff projects, create and maintain projectschedules, report status and issues, and submit and gain approval for projectbudgets.
  • Establish regular status meeting times (to review project plans, status of deliverables and issues) with CLIENT management and stakeholders.
  • Responsible for scheduling focused, on-site presentations approximately monthly.
  • Provide governance, oversight, & management of Enterprise Services supporting the Master Data Management.
  • Define, develop, maintain and implement the process, lifecycle, and concept of operations to govern the services developed and stored in the client’s Services Registry and Repository (SRR).
  • Provide subject matter expertise and guidance to application and system developers to eliminate services silo development and to identify opportunities to leverage application developed services to become enterprise level services.
  • Impart and share the enterprise view and business context of all the services in existence to application development teams that are planning the design and development of applications that interact with services.
  • Identify and recommend instances where reuse of an existing enterprise service, web service, etc. would satisfy application level requirements.
  • Ensure that any and all interfaces with the client environments interact in an efficient manner optimized to perform the core business functions of the client.
  • Submit a monthly management level report to provide a status of cost controls, performance measurement related to technical, cost and schedule attainment.
  • Governance, Oversight, & Management is defined as containing but not limited to the follow:
  • Oversee the definition, development, maintenance and implementation of processes and a concept of operations
  • Be familiar with MDM related Data and Software Engineering Standards, meta-data identification and management, library and registry management
  • Oversee documentation creation and updates
  • Oversee the creation and management of the business rules repository.
  • Establishing a Governance profile for object creation rights and object access using WebSphere Service Registry and Repository to match the CLIENT business needs
  • Define roles and responsibilities, including but not limited to business roles, administrators, users, developers and others as deemed required and support for access control rights and service life cycle rights for each role.
  • Support for service impact analysis, the SOA life cycle and its stages (modeling stage –business process modeled and designed; assemble stage – discovery; deploy stage – migration of services across the development, validation, implementation and production environments; and manage stage – process management and monitoring, and policies enforcement.
  • Develop a projectwork plan to include management processes, managing of labor resources and management of activities.
  • Provide status reports on a weekly basis to illustrate the status of projects, the completion of projects and/or the plan for completion of the project.
  • Submit a monthly management level report to provide a status of cost controls, performance measurement related to technical, cost and schedule attainment.


  • Bachelor’s degree or equivalent.
  • Minimum 8years of experience managing projects of similar size and type.
  • Experience in successfully managing a similarly scoped contract with similar organizational impacts and tasking in a healthcare or client environment.
  • Extensive experience with project life cycle management.
  • Has thorough understanding of how the individual task order and project requirements integrate with the client IT XLC, Affordable Care Act and MACRA legislation and strategic client initiatives.
