Akima Intra-Data provides support services to the federal and civilian agencies of the U.S Government as well as commercial organizations. Our core competencies include training and training system development, data and records management, information technology, administrative support, facilities operations and management, and base operations support services.

Summary

The Program Manager will be dedicated to the management of all aspects of Civil Engineering and Base Maintenance support services and ensures compliance for all contract operations at the US Air Force Academy in Colorado Springs, CO.

Key Responsibilities

  • Establishes policies and procedures for performance and control of all project business management functions and technical support.

  • Manages the operations of all employees, ensuring all work requirements, training requirements, and clearance levels are met. Responsible for all actions taken by employees.

  • Provides continuous assessment and evaluation of contract performance and initiate appropriate corrective action as needed to ensure compliance.

  • Ensures responsive customer-focused services through communication and coordination with the Government and other contractors.

  • Ensures quality standards are applied to all levels of the work and measured for effectiveness.

  • Has overall responsibility for Quality Control and Safety on the project. Participates in quality defects investigations and development of resolutions (corrective and preventive).

  • Monitors performance of functional managers/supervisors and submissions of required reports and Contract Data Requirements List.

  • Prompt resolution of issues associated with performance.

  • Leads the workforce in implementing partnering with customers to continuously improve performance and business relations.

  • Serves as principal liaison between the company and Marshall Space Flight Center stakeholders on the contract.

  • Directs and approves contract modifications, approves budgets, monitors contractual performance and costs, and takes action to correct discrepant conditions. Has overall responsibility for P&L of the contract.

  • Maintains working knowledge of requisite business systems as they relate to the contract, including ability to implement future programs.

  • Provides guidance and direction to finance and accounting, human resources, training, security, and safety.

  • Conducts briefings and participates in meetings for internal and external stakeholders concerning specific project operations.

  • Has overall responsibility for ensuring historical structures and designated areas are protected and preserved in accordance with Government directives and requirements.

  • Assumes and performs other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.

Qualifications

Skills and Qualifications

  • 15 years’ experience with responsible oversight of installation logistics, civil engineering,and base maintenance support functions.

  • 10 years’ experience with regulatory compliance, including OSHA, EPA and FAR.

  • Developed supervisory skills with proven ability to direct customer focused teams providing maintenance, and facility alterations and repair services.

  • Strong skills in MS Word, PowerPoint, Excel, and Project.

  • Experience with RS Means cost estimating software, Engineering Performance Standards (EPS), and similar industry estimating standards is a strength.

  • Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work.

  • Knowledge of physical plant management including exposure to building systems, HVAC, plumbing and/or electrical.

  • Experience working with Collective Bargaining Agreements and managing union labor relations, to include grievance resolution.

  • Able to obtain a security clearance.

  • Bachelor's degree in engineering, architecture, physical science, construction, or business management.

  • Education (preferred): Master’s degree in any field of study.

  • Shall have either:

  • Minimum of 2 years’ experience as US Air Force Base Civil Engineer or the equivalent position with another DoD service.

  • A minimum of 5 years’ experience as a contractor project manager or deputy project manager at a major U.S. military installation for a base maintenance contract or base operating services (BOS) contract.
