A Bachelor's degree from an accredited college or university in information technology, electronic engineering, cyber, software engineering, mathematics, or other science and technology related subjects is required. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements.
Proficient in technical research, an in-depth knowledge of PPBE process and Information Systems and Cyber Security, and technical writing.
Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation; and ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverable scheduled. A minimum of ten (10) years of recent and relevant experience is preferred.
Clearance: TOP SECRETsecurity clearance, and the ability to obtain and maintain SCI. Contractors with a DCID 6/4 eligibility within the last five (5)years are highlypreferred. Please note that the process can take more than ayear to obtain an SCI clearance forcontractors who are proposed on thiscontract.
Provide technical, analytical, financial, administrative, and specialized support to the Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E)) and the Office of the Deputy Assistant Secretary of Defense for Research (ODASD(R)).
The Contractor shall provide administrative, professional, and technical support to the ISCT Directorate
The ISCT Directorate has five (5) major program areas:
Cyber Research and Technology Program
Communications and Networks Program
Autonomy and Advanced Computing Program (includes Artificial Intelligence and Machine Learning)
Software and Embedded Systems Program
Command and Control (C2) and Data Analytics Program
Tasks shall include but are not limited to:
Assist in providing support for management oversight, drafting policy guidance, and coordinating budget and Congressional Special Interest Items.
Participate in DoD and non-DoD Services/Agencies program reviews.
Develop budget/financial documents, such as Funding Plans, Sub-allocation letters, and standard operating procedures.
Assist in financial management support of the Directorate, to include development of unfinanced requirement issue papers, whitepapers, proposals, and Terms of References (TORs); preparation and review of RDT&E Budget Item Justification and Planning, Programming, Budgeting and Execution (PPBE) documents; analysis of PPBE data and information; and monitor year-end close out actions.
Assist in development and preparation of strategic research plans.
Assist in goal setting for cyber research within OSD and track assessment of progress toward established goals.
Assist in preparing for meetings and workshops, to include coordination of calendars of senior DoD personnel; preparation of announcements, agendas, read-ahead documents, meeting minutes, and technical briefing materials; management of logistics, travel arrangements, foreign visit requests, and meeting-facility support; administration of action items; and, preparation of summary of the evaluations.
Maintain broad situational awareness of research and development efforts involving the ISCT program areas.
Assist in development and review of information papers and reports, such as weekly reports, information papers, action memoranda, emails, and other documents.
Participate in various working group meetings, provide meeting minutes/action items, and produce draft responses on the action items/tasks.
Provide administrative support for research business policy and procedures, such as DoD/Interagency policy, Federal Initiatives, and International collaborations related policy.
Provide analysis to the directorate leadership in areas such as: research funding of DoD Labs, Small Business Innovation Research (SBIR), OSD and Services S&T initiatives, Federal cyber S&T policy, Combatant Command engagements, and Cyber Transition to Practice.
Provide support to ISCT atinternational programs discussions/meetings, such as US-UK S&T Stocktake. The Technical Cooperation Program (TTCP), andother bilateral programs, to include preparation of TOR, Data/Information Exchange Agreements, andotherprogram related documents.
