Within the Research Administration Office, one Program Manager has responsibilities to lead, manage, and participate in executing those projects associated with the pre-award activities (grant writing, obtaining funding, approvals, and submission of grants) and a second Program Manager has responsibilities to lead, manage, and execute those projects associated with the post-award activities (contracting, study execution, publications, etc.) Intermountain Healthcare Research is focusing on building across the continuum of research and connect the pre-award activities to the post-award activities.
Therefore, both positions need to work collaboratively together. The Program Manager is responsible to oversee, plan, execute, and close-out programs (i.e., a collection of related projects) according to defined goals, objectives, scope, schedules, and budgets within their assigned areas.
The Program Manager supports the process owner (such as a Clinical Program Director, Sponsor and/or Researcher) who is accountable for realizing the value from programs and projects.
This position is responsible for defining and/or executing program and related project plans and metrics that they, the research leaders. or others develop. The Program Manager also coordinates or manages others who are responsible for the creation of high-quality deliverables that are part of the program.
Essential Job Duties
- 1. Acts as a project manager for those initiating research activities and demonstrates solid understanding of project management including development, support, installation, resource allocation, life cycle planning, cost tracking, and project risk assessment. Identifies and manages program and associated project interdependencies and assists in the development of policies, guidelines, and documentation relative to project initiatives and identifies, and obtains appropriate metrics for initiatives.
- 2. Demonstrates accountability and follow through on assignments, projects and tasks, and supports continuous improvement of program while collaborating with program stakeholders.
- 3. Leads the pre-award team and supports/leads their own research activities throughout the pre-award processes through the hand off to the post-award team - or leads the post-award team and supports/leads their own research activities from the time the pre-award team hands the project off, to completion. Develops goals and actively participates in strategic planning.
- 4. Leads or collaborates with others to identify internal and external related best practices and ensures that all research activities adhere to GCP standards. Collaborates with the IRB and leaders of various regulatory processes and ensures compliance with ethical and regulatory requirements relating human subjects research. Executes institutional policies and procedures to ensure Intermountain Healthcare compliance with Federal, State and local laws, regulations, and federal-wide assurances related to human subjects protection and HIPAA compliance.
- 5. Evaluates and quantifies the impact of implemented projects through available measurements relative to clinical, experiential, or financial objectives.
- 6. In collaboration with the research investigators, develops, implements, and maintains documentation tools and data collection instruments necessary for generation and support of research.
- 7. Coordinates research and data analysis, outcome collection, and clinical translation of research to both central and regional leadership. Provides communications to stakeholders to keep them informed about pending decisions, decisions, status, issues, and risks.
- 8. Builds and fosters relationships critical to the successful delivery of the programs and associated projects and acts as a liaison to sponsors and collaborators of clinical studies and to Principal Investigators, study coordinators, IRB, Intellectual Asset Management Office, Grants Accounting, and other Departments conducting clinical studies.
- 9. May collaborate with others to create and participate in grant writing, writing reports, research papers, national presentations, articles, and other documentation of study results.
- 10. Performs the leadership responsibilities for the team and is responsible for directing the work of employees and for the day-to-day management of the team, including staffing, goal setting, coaching and mentoring, employee recognition, training and development, and performance management, which includes conducting performance reviews and disciplinary action as appropriate.
- 11. Provides day-to-day direction and mentoring to staff of Project Coordinators, and other resources involved in their programs and projects. Mentors staff resources assigned to program by regularly advising, counseling, guiding, and providing feedback with the intent to effectively transfer knowledge to them.
- 12. Drives effective teamwork and demonstrates ability to develop effective relationships by communicating, collaborating, and partnering with cross-functional teams at various levels of management. Creates professional and complex program documentation and presentations.
- 13. Understands and abides by privacy laws (i.e. HIPAA) and organizational policies and procedures regarding health information management, safeguarding protected health information (PHI).
- Master's degree. And four years of project management experience working with the pre-award or post-award processes with a strong knowledge in regulatory affairs as it relates to research.

- Experience in study design, development, and analyzing research outcome data.
- Experience in study coordination and collaboration.
- Demonstrated familiarity with statistical and informatics/bioinformatics analysis tools.
- Research and collaboration experience to interact effectively in academic, corporate, and clinical cultures on a national/international basis.
- Experience writing SOPs, contractual documents, technical specifications, and managing implementation projects.
- Demonstrated strong communication, emotional intelligence, and the ability to apply influencing practices across a varying range of personnel.
- Proven ability to multi-task and manage large-scale project management projects.
- Experience using word processing, advanced or complex spreadsheet and database applications, internet and e-mail and scheduling applications, as well as computerized tracking systems.
- Experience in a role requiring effective verbal, written, and interpersonal communication skills.
- Ability to travel throughout the Intermountain system as needed.
- Interact with others by effectively communicating, both orally and in writing.
- Operate computers and other office equipment requiring the ability to move fingers and hands.
- See and read computer monitors and documents.
- Remain sitting or standing for long periods of time to perform work on a computer, telephone, or other equipment
- Project management certification.
