Job Summary The Project Manager is a project management professional who brings project management expertise to help plan and execute complex science and/or engineering projects that require high-rigor management, and/or serve as the primary project manager for smaller scope technical projects.

The Project Manager exercises authority and accountability for the full range of project management responsibilities; Leads cross functional teams of business professionals, project management professionals, and business staff in a matrix-type organization. Responsible for bringing project management expertise to technical and programmatic decision makers regarding the direction of a project and the programmatic results of those decisions; May serve as an interface to customers and sponsors, especially for project status reporting purposes; Works with project personnel and partners with the extended project team, including customers, sponsors, and suppliers, to ensure that the project is fully and properly integrated; Develops, defines, and executes project plans, schedules, budgets, and deliverables. Produces project cost estimates and identifies other project resource needs; Utilizes risk, requirements, configuration management information to perform project management; Recommends changes to improve engineering and project management processes as well as leads the implementation of those processes.

Job Specifications Sandia National Labs Livermore seeks an experienced Project Manager for the W80-4 Life Extension Program (LEP). The W80-4 LEP is a large program that has a wide range of roles and responsibilities for a talented project manager. Depending on the needs of the program and the skills and experience of the project manager, job assignments could include any of the following:

-Earned Value Management System (EVMS) Implementation/Execution Team Lead

-Chief Scheduler

-Schedule Coach

-EVMSReporting Lead

  • EVMS Administrator

-Risk Manager

-Hardware Management Lead,

-Project Execution Lead,

-EVM Control Account Project Manager.

The project manager will be involved in project management efforts across all phases of the program to include conceptual-design studies, feasibility/cost studies, full scale engineering design, qualification and production efforts. The individual will interact routinely with personnel across multiple SNL organizations, as well as with Lawrence Livermore National Laboratory, Los Alamos National Laboratory, the National Nuclear Security Administration (NNSA), production agencies throughout the NNSA nuclear security enterprise, and Department of Defense organizations. Interactions with senior and executive management will likely occur. Responsibilities may require moderate to frequent business travel.

Specific responsibilities may include some or all of the following:

  • Integration of component and system P6 schedules into an overall system integrated schedule

  • Schedule development, resource loading and assurance activities in support of Weapon Design and Cost Report (WDCR)

  • Planning, implementation and execution of program EVMS

  • Administer program monthly EV execution and reporting processes

  • Identify, develop handling strategies, and integrate risks into program cost and schedule

  • Identify, schedule, procure, and track hardware required for developmental testing, qualification and pre-production

  • Lead cross functional teams

  • Collaborate daily with technical management and staff, Product Realization Team Leads, and project management staff

  • Sandia representative on multi-organizational (i.e., NNSA, DoD, LLNL, LANL, KCNSC, PX, Y-12, SRS, SNL) project teams

Knowledge, Skills, Ability -Technical or Business degree.

  • Knowledge of management practices, assurance processes, business operations, fiscal and scheduling systems, and acquisition standards.

  • Knowledge of the relevant product domain including nuclear weapon systems, satellite systems or physical security systems, sufficient to guide the project through all phases.

  • Ability to achieve PMP or equivalent certification within two years of hire.

  • Knowledge of technical acumen.

  • Demonstrated experience in making decisions across project controls and business disciplines.

  • Experience in managing successful projects throughout all phases.

  • Demonstrated leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results.

  • Ability to effectively communicate across project controls, business disciplines

  • Ability to effectively communicate with science and engineering technical leads.

  • Ability to interface with management at all levels.

  • Knowledge of and experience with standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management.

  • Proficiency in tools and applications commonly employed in project management activities.

  • Demonstrated teaming skills, including the ability to work effectively with other organizations, functions, project sponsors and customers, and suppliers.

  • Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high-pressure environment.

Minimum Qualifications (Required)

  • Requires a Bachelor's degree in Business or degree relevant to project management and 5 years of demonstrated experience in Project Management; or Master’s degree in relevant discipline and 2 or more years of demonstrated experience in Project Management.

  • Must achieve PMP or equivalent certification within 2 years of hire.

  • Ability to obtain a U.S. DOE Q-level security clearance.

Preferred Qualifications (Desired)

  • Active Q or Top Secret clearance.

  • Knowledge of the Nuclear Weapons complex and product realization process.

  • Experience working with the Department of Energy, the National Nuclear Security Administration, or the Department of Defense.

  • Demonstrated ability to manage projects involving substantial resources ($10M/year or greater).

  • Project management education and certification(s).

  • Experience with Earned Value Management principles and methodology.

  • Experience with Primavera P6.

  • Experience with COBRA or other Earned Value engine.

  • Proficiency in tools and applications commonly employed in project management activities.

  • Demonstrated teaming skills, including the ability to work effectively with other organizations, project sponsors and customers, and suppliers.

  • Demonstrated ability to effectively communicate and interface with science and engineering technical management and staff.

  • Demonstrated ability to effectively interface with management, customers, and stakeholders at all levels.

  • Excellent verbal and written communication and presentation skills
