Job Description

Responsible for the development, administration, and coordination of the growth efforts of the rail division through rail technical knowledge, successful marketing of company capabilities in accordance with the financial criteria, strategic objectives, policies, and standards established by the Executive Team. Position participates in the formulation of Business Development objectives and standards for new business.

In cooperation with others, this position develops and manages marketing activities including advertising campaigns, collateral material development, trade shows, conferences, and corporate branding activity. Works on bids and proposals with other proposal team members.

Provide bid coordination and management on rail and transit projects within the Business Development team, reporting to the Vice President, Business Development.


Bid Management

  • Develop and update capture plans for assigned bid pursuit opportunities
  • Work closely with the Vice-President of Business Development to help position division for future pursuits
  • Update BWS+ database regarding assigned pursuits
  • Manage day-to-day bid managemrnt functions including technical, proposal and pricing functions
  • Work closely with finance, legal and proposal management functions to ensure timely, compliant, and competitive proposals
  • Participate in technical design meetings during the bid development stage
  • Develop and help present internal validation documents to senior management
  • Identify and help secure relevant consulting help for bid pursuits
  • Work on RFQ, RFP and Closing stages of assigned pursuits
  • Support other pursuits of peers as needed
  • Assisting the Proposal team with the preparation and production of proposals responses
  • Organizing meetings and coordinating all requirements for the bid

Other Business Development Functions

  • Work closely with the Vice-President of Business Development to ensure alignment with agreed BD strategy
  • Undertake special assignments as assigned by the Vice-President
  • Attend and represent O&M division as needed at internal and external events


  • 5+ years of technical, operations, maintenance and/or business development experience in a related or similar field
  • University degree or College Diploma preferably in a technical field (e.g. engineering)
  • Strong English communications skills both written and verbal (French would be an asset)
  • Proven expertise in the following software: Microsoft Outlook, SharePoint, Word, Excel, Access, Visio, Project, and PowerPoint (Intermediate Level) – knowledge of HTML and Photoshop a definite asset
  • Strong initiative, creative and innovative skills
  • Client focused; adopting client perspective in all interactions
  • Ability to multitask and manage multiple projects simultaneously
  • Team player with strong collaboration skills but can work independently
  • Skilled at researching information using Internet and other research tools
  • Ability and desire to work the hours needed during the bid cycle dependent on client and internal deadlines
  • Is deadline driven and task oriented
