Job overview:

The Anchorage based Flow Measurement Compliance Engineer will provide support for the development of a flow measurement regulatory compliance management programs. The measurement system must comply with both State of Alaska and Federal oil and gas measurement regulations. The measurement management program will consist of operational and maintenance policies and procedures that will ensure compliance to applicable regulations.

Responsibilities may include:

  • Development of Measurement Management System policies/manuals/procedures
  • Development or review of regulatory operating procedures
  • Development or review of regulatory maintenance procedures
  • Ensure developed procedures cover all regulatory requirements
  • Development and possible implementation of Operator and Technician training program
  • Support development of measurement system commissioning plan



Qualifications:

  • Bachelor's degree or higher in engineering
  • 5+ years of experience in the selection of measurement technology and in design of measurement systems for oil & gas facilities
  • Knowledge of American Petroleum Institute (API) Manual of Petroleum Measurement Standards (MPMS)



Preferred:

  • Understanding of metering technologies, meter uncertainty, gas and liquid sampling, flow computers, meter proving, verification/calibration testing, commissioning and operation of oil & gas measurement installations
  • Excellent written and oral communication skills and the ability to communicate across a wide spectrum of the organization
  • Regulatory measurement experience, Alaska Oil and Gas Conservation Commission (AOGCC) Alaska Administrative Codes and Bureau of Land Management (BLM) Onshore Order experiencepreferred
  • Knowledge of gas measurement industry standards such as American Gas Association (AGA) and Gas Processors Association (GPA)
  • Experience in the review and application of industry standards and commercial agreements.
  • Experience in reconciliation, mismeasurement investigations, implementation of loss control, analysis of historical record, witnessing meter verifications and calibrations, and allocation procedures useful
