Job Purpose and Scope:  Responsible for developing, overseeing, and administering the Bank’s fair lending and responsiblebanking program.


Essential Job Functions:

  1. Maintains a proficient level of knowledge of the requirements of various bankinglaws, regulations, and regulatory guidelines, including but not limited to:  Regulation B – Equal Credit Opportunity Act (ECOA), Fair Housing Act, Unfair, Deceptive, or Abusive Acts or Practices (UDAAP), Interagency Fair Lending Guidelines, Regulation C – Home Mortgage Disclosure Act (HMDA), and related regulations.

  2. Administers and enhances the Bank’s fair lending compliance program and associated policies, procedures, controls, training, and issue resolution.

  3. Performs annual fair lending risk assessments.

  4. Develops and maintains fair lending metrics used in routine reviews.

  5. Monitors marketing and loan origination processing, underwriting, servicing, collection, and loss mitigation to ensure sound fair lending practices are being applied.

  6. Prepares periodic reports of monitoring results to be presented to senior and executive management and the Board of Directors.

  7. Develops and periodically performs fair lending self-evaluations for determining potential risk identifiable through fair lending data analysis.

  8. Monitors customer complaints for fair lending concerns, investigate allegations, provide recommended guidance for responding to the allegations, and track the results of fair lending and responsiblebankinginvestigations.

  9. Works with independent and third party auditors and regulatory examiners in their fair lending audit/examination process.

  10. Monitors and reviews internally prepared and outsourced fair lending audits and preparing appropriate responses and action plans.

  11. Provides guidance during new product and service development to ensure compliance with fair lending and fair banking requirements.

  12. Reviews loan related advertising for fair lending risks.

  13. Interacts with and makes presentations to senior and executive management and committees of the Board of Directors

  14. Regularly exercises discretion and judgment in the performance of other essential job functions.

  15. Drives an automobile on company business.

  16. Maintains good punctuality and attendance to work.


Marginal Job Duties:

  1. Participates in the annual review of the formal marketing strategic plan.

  2. Reviews summary of consumer complaints.

  3. Performs other duties as required or assigned.


Knowledge, Skills & Abilities:

  1. Ability to work independently, without close supervision, or on a team.

  2. Attention to detail and accuracy in compiling data and preparing reports.

  3. Strong data analysis and problem solving skills.

  4. Strong organizational skills with ability to manage multiple projects.

  5. Computer skills to include Microsoft Word and Excel.

  6. Ability to use specialized software, such as RATA Comply and CRA Wiz.

  7. Strong knowledge and understanding of consumer compliance lending regulations.

  8. Ability to interpret and analyze government regulations, trade journals, and legal documents.

  9. Excellent interpersonal skills (verbal and written) necessary to interact with employees, management, auditors, and regulatory examiners.

  10. Ability to drive an automobile.

  11. Ability to travel.

Position Requirements

Basic Qualifications:

  1. Bachelor’s degree in Business Administration or related field or equivalent education and work experience.

  2. Minimum five years of bank compliance work experience or regulatory compliance work experiencerequired, with a minimum two years of work experience specializing in fair lending regulations.

  3. Minimum one year of management experiencepreferred.

  4. Current Certified Regulatory Compliance Manager (CRCM) certification or commissioned regulatory compliance examiner preferred.

  5. Valid driver’s license and a good driving record required.
