On-site program manager will coordinate and manage administrative actions related to contract management, execution, and staffing. Duties & Responsibilities

Program/Project Analysts will have the competence to assist in the evaluation of operational energy and installation energy resilience, assess partnerships with industry, utility companies, and public agencies as they relate to advancing DoD energy initiatives and use of all legislative and policy authorities, and conduct reviews of existing statutes, policies, guidance, legislation, and project timelines to determine gaps, impacts, and risks.

Highly Desired: 15 or more years of experience in program/project management of DoD energy, utilities/energy, Federal Agency utilities/energy, or large private sector utility/energy systems; analysis of the Planning, Programming, Budgeting and Execution (PPBE) submissions and data; experience in interacting with senior level managers and decision makers; synthesizing information into quantitative and qualitative assessments to support senior leader decision-making; experience with reviewing statutes and proposed legislation and policy, and developing supporting appeals, informal views, and analyses of energy equities. Experience with Bulk Fuel planning and distribution, logistics and sustainment planning and execution, and/or operational planning and supportability analysis.
