Reporting to the Corporate Director of Federal Programs, the Federal Proposal Manager directs the development, organization and production of proposals and proposal-related materials to include SF330s (projects, resumes, technical narratives) and other proposal-related presentation materials. These efforts include significant amounts of research, as well as technical and creative writing.

As a key resource within our Federal Marketing and Proposal team based in Omaha, NE and reporting to the Senior Federal Proposal Manager, the Federal Proposal Manager coordinates and directs the efforts of both professional and support personnel during multiple concurrent proposal activities and may also direct and review work of administrative support personnel as it relates to assigned marketing efforts.

The Federal Proposal Manager LEADS the proposal process, working closely with each Opportunity Manager (Federal Client Manager) during all stages for the proposal preparation and final production. The ability to meet deadlines, a commitment to teamwork, and detailed follow-through are the keys to success in this role.


  • Executes SF330 proposal development, production and submission for each assigned Federal Market Sector pursuit; coordinates the support of SF33 and SF1449 proposal preparation for industry partners on assigned Design-Build pursuits. High proficiency in InDesign is a requirement.
  • Prepares proposals, presentations, qualifications, and other marketing materials in compliance with company/brand standards while helping to establish the best practices for all procedures
  • Initiates and conducts kick off meetings (review opportunity, Go/No Go criteria and suggested win- strategy); leads the writing process; oversees proposal reviews; monitors schedules; obtains approvals (management sign off) and follows through to proposal submission; works closely with functional departments (often across multiple offices) to assure integrated approach
  • Provides guidance to proposal teams on preproposal and proposal methodologies
  • Processes inbound RFP, RFI, and RFQ requests; analyzes and outlines solicitations; coordinates formal RFIs to government contracting; communicates government RFI and amendment results to all proposal team members
  • Develops and manages the proposal's outline, schedule, and win theme; makes all content assignments to both internal and external subject matter experts; tracks and ensures completion in accordance with the proposal schedule
  • Acts as liaison between Federal Client Managers, office market sector leaders and professionals, and each office's marketing coordinator(s)
  • Reviews and provides critical analysis of proposal content and quality checks for compliance
  • Coordinates document development for graphics support and print production
  • Assigns proposal-related tasks to marketing staff, discussing all proposal materials (graphics, text, forms, and subconsultant material) for assigned proposal projects
  • Edits technical portions of proposals according to company writing standards
  • Monitors proposals for accurate content and timely completion and shipping/delivery
  • Creates and/or selects diagrams, tables, charts, and other graphics to clearly communicate required information
  • Coordinates with corporate marketing and office marketing staff to arrange photography for appropriate projects and inclusion in the firm's database
  • Coaches presentation teams through rehearsal; oversees execution of oral presentations
  • Collects, verifies, updates, and standardizes project and personnel data
  • Coordinates with project managers to collect, maintain and store appropriate images, graphics, renderings, sketches, history, and descriptions of projects
  • Maintains firm-wide database of subconsultant qualifications/information while working closely with the Federal Small Business Programs Manager regarding any database information relating to small business subconsultants or prime partners
  • Coordinates other marketing initiatives, such as internal and external meetings, seminars, sponsorships, presentations and other marketing events
  • Collaborates with all federal agency Client Managers to develop and implement the federal business plan; assists with market research through research initiatives to identify potential clients and assess potential opportunities based on firm's criteria


  • Location: Required geographic location is in the LEO A DALY Omaha office
  • Education: Four (4) year degree in Marketing, Journalism, Communications, or related field
  • License/certification: Active membership/certification with SMPS and/or APMP is preferred
  • Past Experience:
  • Ten (10) years of demonstrated experience in providing marketing services in the A/E/C industry
  • Demonstrated familiarity with best practices of capture planning, proposal development, and proposal management
  • Demonstrated ability to interact at all levels of internal organization including senior management
