ATCS has been providing Construction Services to public and private client for almost 25 years, primarily in the Virginia and Maryland markets. Due to our recent expansion into North Carolina, ATCS is currently recruiting for a Construction Services Manager to build a North Carolina CEI practice. In this position, you will be responsible for multiple functions including oversight of construction inspection, business development, contract administration, and recruiting/ mentoring of inspection staff. A key component of this position is meeting and developing relationships with NCDOT staff to identify placement opportunities for inspectors as part of an existing NCDOT CEI On-Call contract. This is a challenging opportunity to build and manage a construction services unit with the guidance and support of ATCS' Construction Services Division based in Virginia.

Key activities and responsibilities for this position include:

  • Leading & Building a Construction Services group in North Carolina.
  • Overseeing and managing CEI staff to make sure they have the knowledge, training and equipment needed to address the needs of our clients.

o Inspect the work of contractors to determine compliance with contract plans and specifications. Plan, organize, and direct the CEI activities and staff.

  • Perform construction management support services as assigned, including constructability reviews, scheduling, cost estimating, and claims analysis.
  • Recruiting, Developing & Supervising CEI staff in North Carolina
  • Recruiting CEI staff to join the ATCS construction services team.
  • Provide technical guidance and mentoring to engineering staff.
  • Supervise the work of junior project engineers and staff engineers.
  • Business Development
  • Marketing ATCS to owners and consultant clients, including NCDOT.
  • Building teams for project pursuits.
  • Prepare proposals with support from marketing staff and make project presentations for selections as needed.
  • Administration of contract requirements, including:
  • Prepare project status and monthly status reports.
  • Develop, monitor and manage project and contract budgets.
  • Prepare and negotiate contracts, contract revisions and changes.

Requirements As a Construction Services firm, ATCS recognizes that quality CEI staff and managers come from diverse backgrounds. For this reason, formal degrees and training, although desirable are not required. Similarly, it is recognized that qualified staff may require development in some areas of expertise of skill sets.

Education & Experience

  • B.S. in Civil Engineering or Construction Management is preferred but is not required for consideration.
  • A PE license or the ability to earn one is preferred but is not required for consideration.

  • 10 years minimum experience providing construction engineering services for infrastructure improvement projects. Need to have minimum of 3 years of supervisory experience. Ideal candidate would have combination of NCDOT and Consultant experience.

Required Construction Skill Sets

  • Understanding and experience with NCDOT policies and programs.
  • Existing relationships within NCDOT Divisions and Construction Unit.
  • Knowledge and understanding of principles and practices of highway and bridge construction.
  • Knowledge and understanding of project controls, including CPM Scheduling, cost estimating, constructability reviews, contract administration, and claims analysis. Ability to read and interpret construction plans and specifications.
