The Knowledge Engineers will provide collaboration technology subject matter expertise and support to customers on the Joint Staff; primarily focus on the production of enterprise solutions that utilize authoritative data sources within the Joint Staff environment.
Managing and maintaining computer systems and tools; finding and fixing issues within systems; and implementing, monitoring, and building tools that automate repetitive tasks to minimize errors and prevent downtime; troubleshoots network systems and database structures when necessary and makes recommendations for improvement.
Provides in-depth and high level, telephone support to end-user community on hardware, software, and network related problems, questions, and use; provides problem resolution on the telephone with users.
Provides supervisory, technical, and administrative direction to project staff; interfaces with customers; tracks project performance and costs; and prepares plans, charts, tables, and diagrams to assist in analyzing and displaying problems and solutions.
Demonstrated knowledge on requirements for processing internal and external PPSM requests to include Non-standard use for AO and DoD PPSM approvals; demonstrate ability to conduct PPSM reviews and generate exception requests with appropriate risk assessment and recommended risk mitigations.
Demonstrated expert-level knowledge in the identification, design, development and maintenance of a metrics program related to cybersecurity in an organization of similar size and scope; demonstrated expert-level knowledge in planning, directing, and managing cyber security governance programs and processes in large complex organizations.
Demonstrated successful track record for delivering large/complex projects on time and within budget within DoD Organizations; demonstrated expert level experience with the planning, coordinating, scheduling, resourcing, tracking, documenting, executing and analyzing Cyber Security Service Provider Programs; in-depth knowledge of the DoDIN RSI Evaluators Scoring Metrics 9.2 or superseded version.
Demonstrated expert-level knowledge in the planning, development, coordination, implementation and execution of a continuous monitoring program within an organization of similar size, scope and complexity.
Demonstrated expert-level knowledge in planning, directing, and managing programs/projects in an organization of similar size and scope; supervising employees of various labor categories and skills in efforts similar in size and scope; managing cybersecurity, compliance and vulnerability management programs; and industry standards and best practices related to Project Management.
Demonstrated expert-level knowledge in the planning, development, coordination, implementation and execution of policies and projects at an organizational level; in-depth knowledge and experience of monitoring of Cyber Security Task Orders from higher headquarters commands; demonstrated experience with the planning, development, coordination, execution and improvement of compliance related processes.
Demonstrated experience with conducting command cyber readiness inspection and technical cyber compliance inspections related to understanding the overall security posture of the department of Defense Information Network (DODIN) as mandated by Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 6211.02D, Department of Defense Instruction (DODI) 8500.2, IA Implementation.
Proficient with RMF process, NIST SP 800-37, NIST SP 800-53, CNSSI 1253; demonstrate leadership skills; has customer service experience/skills; experience in certification and accreditation in RMF or DIACAP.
Demonstrated expert level experience with the planning, coordinating, scheduling, resourcing, tracking, documenting, executing and analyzing audits and inspections within an organization; demonstrated experience with applying compliance standards to large and complex IT environments.
Demonstrated expert-level knowledge in the planning, development, coordination, implementation and execution of a vulnerability management program within an organization of similar size, scope and complexity.
Demonstrated aggregate experiences involved in detailed design, installation, and configuration of IT systems and networks in accordance with DoD cybersecurity policies (e.g., DoDI 8500.2) and DISA STIGs, to include the configuration and use of security products.
Demonstrate expert-level knowledge in planning, directing, and managing projects/operations in an organization similar in size to this acquisition; demonstrate experience with researching and fielding new and innovative technology.
Demonstrate expert-level knowledge and supervision of employees of various labor categories and skills in efforts similar in size and scope as this acquisition; demonstrate expert-level knowledge of Army, DOD and industry accepted policies, standards, best practices, and regulations related to Security Engineering.
Demonstrated aggregate experience involved in detailed design, installation, and configuration of IT systems and networks in accordance with the Department of Defense (DoD) Cybersecurity policies and DISA STIGs, to include the configuration and use of security products.
Develops project plans specifying goals, strategy, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources; identifies and schedules project deliverables, milestones, and required tasks; reviews status reports prepared by project personnel and modifies schedules and plans as required.
Manages teams of system admins and is able to prioritize work and identify high risk critical problems and dedicate appropriate resources; experience mixing system or network administrator duties, information assurance, and information technology.
Must be capable of providing security engineering analysis on a variety of information systems; must be capable of developing security accreditation/certification documentation, and creating and maintaining security policy and procedures.
Demonstrated knowledge of the DoD Information Network and boundaries; demonstrate expert-level knowledge in planning, directing, and managing a training program; demonstrate expert knowledge of DOD Cyber Security Awareness training programs.
Experience in assessing and validating controls; knowledge of continuous monitoring; proficient with DoD, FIPS, and NIST documentation e.g. DoDI 85100.10, OMBA-130, FISMA, NIST SP 800-37, NIST SP 800-53, CNSSI 1253.
