Ensure proposal activities are executed in accordance with pertinent legal regulations and Company policies / procedures, and, where permissible, tailor processes and procedures as required by the size, scope, scale and timing of the opportunity.
The proposal manager works with the capture manager to ensure that the opportunity strategies, solutions, themes, and discriminators are woven into the proposal response. The proposal manager ensures that the proposal is completed and delivered to the Government within the prescribed time periods.
The Proposal Manager conducts all phases of the proposal development process including: strategy, win themes/discriminators, outlines and compliance matrices, color reviews, writing and editing, graphic design, desktop publishing, document production, and packaging and delivering.
Collaborative leadership of proposal team with technical and/or Ops SMEs; Writing, editing, and graphics design; management of Pink, Red and Gold teams as appropriate; proposal submission; and proposal archiving.
Developing proposal organizational and preparation materials, such as the compliance matrix, proposal management plan, detailed volume and section outlines, writing standards, production tracking documents, etc.
This position is responsible for managing proposal development and submission activities primarily for investment only bid solicitations (i.e. Request for Proposals) in support of ICMA-RCs business acquisition and retention efforts.
