The Strategic Sourcing & Procurement Departments Senior Contracts Specialist oversees the sourcing and selection process, as well as the negotiating, structuring, and management of contractual documents that establish business relationships with vendors for designated categories of goods and/or services required by the company. The Senior Contract Specialist will be part of a team managing categories such as:
Prepare all internal closeout packages to include final voucher, forms, closeout statements, and all other certifications required for close-out, including internal and external close out correspondence.
Provides support and guidance to PSM headquarters staff and country teams on USG regulations and guidelines, project specific policies, and Chemonics policies and practices regarding project and contract management.
Perform all aspects of the federal government contract closeouts. Applies knowledge of administrative support functions within a federal acquisition operations environment to assist program officials on acquisition and administrative matters affecting procurement of supplies and services using source selection procedures.
Receive, log, process, load documents on share-point, and track all deliverables submitted to the PEO DHMS and PMOs (average three (3) to five (5) deliverables/month/contract) from the date received through date approved/rejected by the Government.
In this role, the selected candidate will support development of negotiation positions and assist in negotiations to finalize acceptable contractual arrangements. Prepare approval supporting documents that provide details for agreements reached during negotiations (e.g. price negotiation memorandum).
Maintain current contracts by updating demographics, fee schedules, and any service changes; prepare, edit and/or coordinate requirements, program management and acquisition documentation, noncompetitive justifications, higher-level review packages and other documentation.

Obtains on behalf of the Contracting Officer appropriate data from business and technical officials. As required by the lack of meaningful cost and price information, explores new or innovative contracting approaches to suggest an equitable contract arrangement.
The Senior Contracts Specialist will support the customer requirements in all aspects of pre-award and post-award contract administration, including market research, providing business advice to customers, preparing acquisition and award packages, including all related acquisition documents.
Provide analysis, industry standard prices and negotiation positions for CLIN items; review and submit recommendations for invoicing issues; and provide research and suggestions for ordering tool operations and training.
