The HR Business Systems Analyst role functions as a technical point-of-contact for Human Resource Information Systems. This role will support HR systems by providing HR systems and process expertise, including development, creation, testing, and analysis of modifications to HR systems.
This position plays a key role in providing core, common and consistent HR solutions to the APD Portsmouth employee population. This position is responsible for managing day-to-day Human Resource functions including: recruiting and selection, HR compliance, on-boarding, recordkeeping, employee relations, training and development, compensation and performance management.

In this role, the successful candidate will act as an internal consultant and a department liaison between stakeholders and the Business Technology Department, providing best practice solutions in support of HR service delivery systems and complex analytics.
In this role, you will manage inquiries, requests and track employee requests through resolution by appropriately escalating cases to other shared services team members and subject matter experts as needed.
In this role, the selected candidate will guide business leaders in identifying, prioritizing and building current and future talent strategies, pipelines, behaviors, structures and processes, supported by data and analysis.
In this role, the selected candidate maintains current knowledge of industry employment trends and personnel practice developments to identify current and/or potential issues that may impact applicant availability as well as new and up and coming techniques for sourcing and recruiting.
In this role, the selected candidate will provide guidance and input on business unit restructures, workforce planning, and succession planning; analyze trends and metrics to develop solutions, programs and policies.
