Lead and provide direction to assigned staff (composed of IT Specialists, Programmer Analysts, Senior Programmer Analysts, Software Engineers, Senior Software Engineers and Application Coordinators) for all tasks by reviewing work for technical viability and for adherence to institutional standards and guidelines.
Assessing historical and current program performance in relation to mission objectives and analyzing the effects of developmental plans and/or new technologies on all factors associated to the mission.
Performing functions related to the subtasks in Section 4.0, including assessing implementation of defined requirements associated to the mission and subsequently developing plans to better meet those requirements.
Identifies and gathers research materials. Conducts background research. Synthesizes and edits research findings and technical data. Determines relevance of data and prepares background papers and technical summaries. Manages reference checking.
Provide technical leadership based on extensive technical knowledge, skills and experience; influence clients towards innovative/integrated solutions. Analyzes and resolves highly complex system integration problems.
Responsible for developing and managing one or more of the organizations programs or projects with minimal oversight by director or senior program officer. Develops program or project strategy and budget.
The position will document and steward governance of internal boards and working groups and assist in resolution identified issues. Status reporting, problem resolution, and organizational skills would be assets.
Provide technical and financial analytic support for the Navy's Cybersecurity programs and efforts, including the Computer Network Defense (CND) and Information Systems Security Program (ISSP) programs to ensure requirements align with Navy, Joint, and DoD strategic goals and objectives.
